Introduction

In October 1991, the Mayor and Common Council of the City of Westminster adopted an ordinance adding a new Chapter 20, entitled "Fiscal Matters" to the Westminster City Code. The ordinance provides that the fiscal year of the City shall commence July 1 of each year and end on June 30 in the following year. As part of the City's annual budget process, the Mayor in coordination with the Directors of the City's various Departments shall prepare a six-year program for capital improvements, which is to be approved by the Common Council on or about the date of budget approval. Following adoption of the Capital Improvements Program, no capital improvement project may be added to the program, unless a public hearing is held and, thereafter, a revised program is adopted by resolution of the Mayor and Common Council.

Statement of Objectives

The Capital Improvements Program is an important way of putting the City's comprehensive plan into action. It is the City's objective to coordinate the Capital Improvements Program with the City's comprehensive plan and development regulations such as zoning and subdivision ordinances. The type, scale, timing, and location of new development will affect the public costs of providing facilities and services. The Capital Improvements Program can save the City money by coordinating capital projects and through advance acquisition of land for future facilities. Public facilities also play an important role in determining when, where, and how much private sector development will occur.

The Capital Improvements Program can be thought of as the public sector's development plan, which will show

1) What capital projects and facilities will be built, repaired, replaced, or purchased;

2) Where these projects are located; and 3) when the projects are scheduled to take place.

Currently there is a growing awareness of the value of budgeting for public facilities. This is especially true since the end of federal revenue sharing in 1987 and the recent reductions in funding from the State of Maryland. The decline in intergovernmental transfers has placed greater fiscal pressure on the City of Westminster to fund capital improvements with local revenue. To the greatest extent possible, the City has tried to minimize debt financing in favor of pay-as-you-go funding of capital projects. If Westminster must borrow funds for capital improvements, bond-rating agencies have urged the City to adopt a Capital Improvements Program, which may lower finance charges paid by the City.

Capital Improvements Program Schedule

By January 15th of each year, the Mayor shall furnish the Planning and Zoning Commission a copy of the proposed six-year Capital Improvements Program (CIP) and capital budget for its review and recommendation to the Common Council. After affording the public, an opportunity to express views on the proposed CIP, the Planning and Zoning Commission shall submit its recommendations to the Common Council on or before March 1st of each year.

On or before May 1st of each year, the Mayor and Common Council shall hold a public hearing on the proposed capital budget and six-year CIP. The Common Council may increase or decrease any appropriation item in the capital budget. The capital budget, as amended, shall be approved and funds appropriated not later than May 30th of the year in which it is submitted. Prior to June 1st of each year, the Common Council shall make tax levies deemed necessary to finance the capital budget.

General Information

Historical Capital Outlays

Capital outlay appropriations for the last six years are shown in Table 1. The historical data indicate a fairly consistent spending pattern with the exception of the $4.1 million appropriation from the City's sewer fund in FY90-91. A notable increase is also evident in the appropriations for General Government, which increased from $9,000 in FY89-90 to $863,000 in FY91-92, and then nearly doubled again in FY92-93 to $1,693,000. This increase in FY92-93 is attributed towards municipal building renovations, particularly the renovations for the building to be used by the Westminster Police Department. Historical capital expenditures will be used as a guideline in determining the reasonableness of projected capital funding levels.

Makerspace Monday – Shiloh Middle School

Shiloh Middle School will hold its first “Makerspace Monday” on Monday, January 23, from 3 to 5 p.m. in the school’s media center. Students will have an opportunity to engage in interactive stations related to STEM (Science, Technology, Engineering, and Math). These stations encourage discovery, creativity, problem solving, and innovation with a hands-on approach.

Students will have access to exciting technology materials in the space, such as Ozobots, 3D printing, virtual reality, and much more, provided by a partnership with Carroll County Public Library. Makerspace Monday is also part of the Learning Advantage Partnership, which is celebrating its 10th anniversary.
Space is limited to the first 30 students who return permission slips. Additional dates for Makerspace Monday are February 27, March 20, and April 24.

Pre-Employment Transition Services Parent Meeting

The Division of Rehabilitation Services will hold a pre-employment transition services meeting for parents on Tuesday, January 24, from 6 to 8 p.m. at the Carroll Nonprofit Building in Westminster. Topics include student plans after high school, real-life work experience, and information on how to get your student signed up for afterschool programs that can improve their employability skills. Board Meetings

The Board of Education of Carroll County and the Board of Carroll County Commissioners will hold a joint meeting on Thursday, January 26, at 1:30 p.m. The meeting will be held in the Charles I. Ecker Boardroom at the Board of Education offices, located at 125 North Court Street in Westminster. The purpose of the meeting is to discuss the Carroll County Career and Technology Center Feasibility Study.             The Board also will be holding a special meeting at 3:00 p.m. for approval of the revised legislative position statements.

Thirty-One Bag Bingo – Francis Scott Key High School
The Francis Scott Key High School Advisory Council will be hosting a thirty-one bag bingo on Friday, January 27, in the cafeteria. Join us for the chance to win hundreds of dollars in gift cards, a 40-inch TV, and reserved tickets to FSK’s graduation! All proceeds will benefit the school’s AP test scholarships and Character Education program. Tickets are $20 in advance and $25 at the door. Beginner Showcase Concert – Manchester Elementary School

Beginner instrumental music students in grades 4 and 5 at Manchester Elementary School will hold a beginner showcase concert on Wednesday, February 1, from 2:45 to 3:45 p.m. and 7:00 to 8:30 p.m. Students will have the opportunity to perform for other students, friends, family, and the community.

Sensory Friendly Movie Night Out

The CCPS Autism Program will present a sensory friendly movie night out on Thursday, February 2, from 6:30 to 8:30 p.m. in the Winters Mill High School cafeteria and media center. Children will enjoy pizza, popcorn, and the movie Finding Dory in the cafeteria. Space to move and sensory items will be available. Parents will join their children for pizza and then attend an informational session on Puberty/Adolescence or Managing Problem Behaviors at Home.

Talent Show – Manchester Elementary School

Students at Manchester Elementary School will showcase their talents during a talent show on Friday, February 3, at 6:00 p.m. in the school gym. The snow date will be Friday, February 10.

Read Across America

The annual Read Across America – A Celebration of Reading will be held on Saturday, February 25, from 10 a.m. to 2 p.m. at TownMall of Westminster. This event is sponsored by the Carroll County Education Association, Carroll Association of School Employees, and the TownMall of Westminster.

A free breakfast for children, courtesy of Hahn’s, Salerno’s, and Food Pro, will begin at 10 a.m. There will be a variety of read alouds featuring French and Spanish books, Seuss books, and the National Braille Foundation. Free books will include The Foot Book by Dr. Seuss for the first 200 children, as well as a variety of books from Random House and a book giveaway table. Other activities will include balloon art from 11 a.m. to 1:30 p.m. and magician Dave Thoman from 11:30 a.m. to 12 noon.

There also will be face painting, a Truffula Tree seed toss, tic-tac-toe Green Eggs and Ham, and If I Ran the Zoo toss across. Children can make and take face masks of the Lorax, add their foot to the Read Across America welcome mat, color activity pages, and have photo opportunities with Seuss inspired selfie stations. They also will meet the Cat in the Hat, the Orioles Bird, and the Baltimore Ravens’ Poe.

Mentoring Program – Sandymount Elementary School

Sandymount Elementary School has started a new mentoring program. Twenty students who would benefit from an adult mentor were matched with volunteer staff. At the kickoff, the mentors got to know their buddies and participated in team-building activities. The mentors will be offering the extra support that means so much to their students throughout the second semester by meeting with them for lunch and special activities.

Rescheduled Martin Luther King breakfast set for Saturday Jan. 28, 2017


On Saturday, Jan. 28, at 9 a.m., at Martins Caterers, in Westminster, Mike Preston of the The Baltimore Sun will be the guest speaker at the 14th annual Dr. Martin Luther King, Jr. breakfast, sponsored by the Carroll County NAACP Branch 7014.

This breakfast was previously scheduled for Jan. 14, but was postponed due to the threat of bad weather.

Veteran journalist Preston is a sports columnist for The Sun, focusing on the Ravens and lacrosse. He is a 1977 graduate of Kenwood High, and a 1981 Towson University graduate. Preston has been writing for The Sun since 1987 and has been a columnist since 2000.
