"This is not a black holiday; it is a people's holiday," said Coretta Scott King after President Ronald Reagan signed the King Holiday Bill into law on Nov. 2, 1983. But in the complicated history of Martin Luther King, Jr Day, it has only recently been a holiday for all the people, all the time.

Fifteen years earlier, on April 4, 1968, Mrs. King had lost her husband, the Rev. Martin Luther King Jr. to an assassin's bullet. In the months after the death of the civil rights icon, Congressman John Conyers Jr. of Michigan introduced the first legislation seeking to make King's birthday, Jan. 15, a federal holiday. The King Memorial Center in Atlanta was founded around the same time, and it sponsored the first annual observance of King's birthday, in January 1969, almost a decade and a half before it became an official government-sanctioned holiday. Before then, individual states including Illinois, Massachusetts and Connecticut had passed their own bills celebrating the occasion.

The origins of the holiday are mired in racism, politics, and conspiracy. Three years after Conyers introduced preliminary legislation in 1968, the Southern Christian Leadership Conference — which King headed from its inception until his death — presented Congress with a petition signed by more than 3 million people supporting a King holiday. The bill languished in Congress for eight years, unable to gain enough support until President Jimmy Carter, former governor of Georgia and the first Democratic President since Lyndon Johnson, vowed to support a King holiday.

For months, construction workers have been working in Westminster on Uniontown Road, from the intersection of Old New Windsor Road and West Main Street to the intersection of West Main Street and Md. 31.

Thomas B. Beyard, Westminster's director of planning and public works, said that the estimated $1.8 million road repair project was first envisioned 10 years ago.

Back then, the road was without sidewalks, a drainage system, or adequate water lines, he said.

"It had numerous bumps and was too narrow," he said.

"There were no sidewalks - people used to walk in the street. There were utility patches, too. It was in very poor shape."

Finksburg-based Meekins Construction is building retaining walls, sidewalks and a storm drain.

"Because they aren't doing paving work, most [construction] is underground," Beyard said. "It is difficult on the workers during snowfall, but big projects always carry into bad seasons."

Construction began in the late summer and Beyard said he expects the project to end in the early summer.

"People will definitely notice the benefits," he said. "A new water service will improve water for people in that area."

Beyard said that the city dealt with 15 to 20 property owners on this project. Uniontown Road resident Charles Dukehart said he is looking forward to the end of construction. The Dukehart family uses a back alley to get in and out of the neighborhood.

Currently, local traffic is allowed through the street, but normal traffic won't resume until the spring.

"We are trying to keep as much traffic off as possible right now for safety concerns," Beyard said.

“STEP” is an inspiring documentary of the senior year of a girls’ high-school step dance team in inner-city Baltimore.

The film is sponsored by JeannieBird Baking Company and hosted by FLIC - Film Lovers in Carroll County and Carroll Arts Center

Westminster Md. - The Carroll County Arts Center (CCAC) is showing a Documentary film STEP on January 26, 2018 at 1 p.m. and 7:00 p.m., highlighting three Senior members of the STEP dance team @ the Baltimore Leadership School for Young Women in Baltimore City.

The film documents their senior year preparing for the STEP competition at Bowie State College along with preparation for college entrance. The film shows the young women striving to be the first in their families to attend college and make dancing a success against the backdrop of social unrest in the city.

According to the JeannieBird Baking Company, “this Friday we’re sponsoring two showings of the hip documentary Step at the @carrollartscenter AND we’ll be sampling some of our sweets in the lobby before the evening show!

“STEP is an inspiring documentary of the senior year of a girls’ high-school step dance team in inner-city Baltimore. The evening screening will be followed with a short step performance by The Lethal Ladies of BLYSW (pronounced bliss.)”

It won the U.S. Documentary Special Jury Award for Inspirational Filmmaking at the 2017 Sundance Film Festival, the Audience Award for Best Feature at the 2017 Sundance American Film Institute Doc’s Festival and the NAACP Image Award.

The young women will be performing live after the movie and then doing a Q&A from the audience. Jeannie Bird Bakery is sponsoring the film. For more information go to www.CarrollCountyArtsCouncil.org.
