Retired MSP 1st Lt David Lauder,99 (1922 - 2022)

David Allen Lauder, 99, of Hanover, PA, formerly of Westminster, passed away peacefully, Thursday, January 27, 2022, at his daughter's home. 

David was an army veteran of World War II, after the war he worked as a Maryland State Trooper for 28 years retiring a 1st Lieutenant in 1976. In 1977, he went to work for the National Security Agency in Ft. Meade, Maryland in the security police force for 18 years and retired as a Lieutenant in 1993. 

The family will receive friends 2-4 and 6-8 p.m., Thursday, February 3, 2022, at the MYERS-DURBORAW FUNERAL HOME, P.A., 91 Willis Street, Westminster (21157) where a funeral service will be held 11 a.m. Friday, February 4, 2022, with Pastor Richard Humphreys officiating. Interment will follow in Holly Hills Memorial Gardens in Baltimore.

Born August 12, 1922, in Pekin, he was the son of the late David and Florence Lauder, nee Russell; devoted husband of Freda M. Lauder, his wife of 71 years; loving father of Victoria Kirmse and her husband Francis of Dundalk and Debra Darchicourt and her husband David of Hanover, PA; beloved grandfather of Jonathan Rusk and his wife Nichole, Aaron Kirmse, Jessica Roop and her husband Jason, Joshua Darchicourt; cherished great grandfather of Alyssa Rusk and Benjamin Roop. 

In his spare time, he loved traveling and camping with his wife, he enjoyed getting together with other retired State Troopers at Baugher's Restaurant in Westminster as often as he could. He enjoyed reading and watching football and most of all, he loved being with his grandchildren and great grandchildren.

Smart policing at its best for the 21st Century: Twenty-five police officers from multiple Carroll County law enforcement agencies recently graduated from the sixth Carroll County Crisis Intervention Team (CIT) training class.

The police agencies included the Westminster Police Department, the Mount Airy Police Department, the Carroll County Sheriff’s Office, Carroll County Detention Center, Carroll Community College Campus Police Department, McDaniel College Department of Campus Safety, and the Maryland State Police

The ceremonies, led by Westminster Police Captain Thomas Kowalczyk, were held November 8, 2019 at the Carroll County Public Safety Training Center. The audience included Westminster Councilwoman Ann Thomas Gilbert; Veronica Dietz, LCSW-C- Carroll County Health Department Crisis Services; Carol Carr-Meinecke- NAMI Carroll County; Captain Nikki Heuer, Chief Tom Ledwell, McDaniel College Campus Safety officer Tom Davis, and over 100 law enforcement officers and their families.

Westminster Police Officers Allen Ecker, Mindy Phillips, are Brian Smith, were among the twenty-five officers that recently graduated from the CIT training – pictured here with Westminster Police Chief Tom Ledwell.

Councilmembers Ann Thomas Gilbert and I were there representing Westminster Mayor Joe Dominick, Council President Greg Pecoraro, Tony Chiavacci, and Benjamin Yingling.

On Monday, June 10, 2019, Maryland State Police Major (Retired) Morris (Moe) L. Krome, 79, of Carroll County, passed away at Carroll Hospice Dove House. Krome was the husband of Carolyn Dudley Krome for 55-years. Together they owned a farm in rural Carroll County where they trained show horses.

Krome was the unofficial Dean Emeritus of Maryland Troopers and considered by many to be an icon of the discipline, professionalism, excellence and intelligence that we have come to know as the Maryland State Police (MSP) since its earliest beginnings in 1921.

For decades Krome held court at a small table at the VFW with his lifelong friend, Special Drug Enforcement Administration, (DEA) Agent (Retired) Tim Clark, the first Monday of every month at the monthly meeting of the Maryland Troopers Association (MTA) Lodge 20.

According to a release from the Maryland State Police on February 7, 2019

(PIKESVILLE, Md.) — Maryland State Police are warning the public about a reported telephone scam in which the caller cloned a state police number and requested personal information from people as part of a criminal investigation.

A woman called the Maryland State Police on Thursday morning and reported she had received a call in which the caller ID on her phone showed “Maryland State Government” and the number 301-475-8955, which is the number for the Maryland State Police Leonardtown Barrack. When she answered the call, the person on the other end told her she was a suspect in a drug trafficking investigation and that she needed to provide them her Social Security number and other identifying personal information.

This is just one of several phone scams recently reported to Maryland State Police. The Salisbury Barrack reported that some of the scams reported include victims receiving telephone calls where they are threatened with arrest or the continued detention of family members if they do not provide money, account numbers or purchase a re-loadable gift or credit cards.

Another telephone scam includes the victim being called by a representative of the Internal Revenue Service and threatened in the same fashion. The Salisbury Barrack reported that other victims have had their computers infected with a computer virus and were prompted to take immediate action in order to salvage the computer, which included purchasing up to $2,000 in gift cards to pay the company to correct the issue.

This came after the Maryland State Police Cumberland Barrack was recently inundated with numerous telephone calls regarding a scam in which a man or woman claiming to be from the Social Security Administration requested information and threatened to have the police respond to their address to arrest them.

These scammers are using scare tactics and sophisticated technology to attempt to take advantage of the public. If you are a senior citizen, or have a family member that is a senior citizen, please be aware and ensure they are aware of these scams so they do not fall victim to them.

The Maryland State Police, along with government agencies like the Social Security Administration or the Internal Revenue Service, would never solicit such information or services over the phone from any citizen. Never give any personal information over the phone, and only allow a qualified reputable computer technician the ability to repair your computer should it become infected with a virus. Many of these telephone scams are disguising themselves by utilizing local telephone number prefixes.

Anyone who receives such a phone call should hang up and then contact their local state police barrack. Callers may remain anonymous.

(PIKESVILLE, MD) – Governor Larry Hogan will join Colonel William Pallozzi and police survivor families to honor state troopers who have given their lives in the line of duty at the annual Maryland State Police Fallen Heroes Ceremony.

The ceremony will honor the 43 state troopers who made the ultimate sacrifice serving in Maryland and two troopers killed while on active military duty in World War II.

Deputy Chief State Fire Marshal Sander Cohen will be honored during the unveiling of a new memorial honoring members of the Office of the State Fire Marshal killed in the line of duty.

Speakers will include Governor Hogan, Colonel Pallozzi, State Fire Marshal Brian Geraci, and Major Joseph Lanzi, Jr., the son of a Maryland State Police Fallen Hero. Major Lanzi currently serves as a surgeon in the US Army.

In addition to the families of Fallen Heroes, the event will be attended by current and retired state troopers and deputy state fire marshals, there to honor their fellow troopers and deputy.

Dearest son of the late Roger R. Meeks, Sr and late Audrey B. (Murray) Meeks.

Devoted father of Melissa M. and husband Michael Hartzell of Finksburg and Justin W. Meeks of Sykesville.

Loving uncle of Todd and wife Jen Leppert, and Jeff Leppert.

Capt. Meeks began his career with the Maryland State Police in 1981. He was a proud member of MSP S.T.A.T.E. Team. Retired from Homeland Security as an Investigator. He loved to travel with friends and family and was a Mustang Enthusiast.

The family will receive friends on Wednesday, June 15, 2016 3 to 5 and 6 to 9 PM at BURRIER-QUEEN FUNERAL HOME AND CREMATORY, P.A (Beside S. Carroll High), 1212 W. Old Liberty Rd. Winfield, MD.

Funeral Services will take place on Thursday, June 16, 2016 10 AM at St. Joseph's Catholic Community, 915 Liberty Rd. Sykesville, MD 21784 with MD State Police Chaplain Jeff Paulson officiating.

Since 1992, the Carroll County CASA Unit has investigated hundreds, if not thousands, of complaints of sexual crime. A specialized unit comprised of both Maryland State Police officers and eight investigators employed by the Carroll Co. State's Attorney's Office, the unit investigated over 300 reports of sexual crime last year alone.

In January 2001, Sgt. Jim DeWees of the Maryland State Police was assigned to be the new director of the CASA Unit following the retirement of Sgt. Ron Mosco. The story of how he came to CASA is both interesting and offers some surprises.

As a life-long resident of Carroll County, Sgt. Jim is the fifth of six children. A member of the baseball team throughout high school, he was drafted by the Boston Red Socks following graduation. Guidance from his father led him to pursue a career in law enforcement, becoming a police cadet at age 18 and a Maryland State Police trooper by age 21. (After you meet him I'm sure you'll agree this was a good decision for the community and CASA.)

Promoted to Corporal in 1998, Jim has had numerous assignments ranging from road supervisor to criminal investigations. His work as a member of one of the four Maryland   Special Weapon and Tactics Teams (SWAT) took him all over Maryland, leading him to assist in 100 hostage barricades and 200 search warrants. Following a stint in Howard County, Sgt. Jim returned to Carroll County to serve as Road Supervisor before becoming Supervisor of Criminal   Investigations.

In January 2001 he was promoted to Sergeant and took the position of director of the CASA (Child Abuse and Sexual Assault) unit.

Married to Heather Wable of Morgantown, West Virginia since 1998, they have one daughter named McKenzie, and a second child due in April, 2002. The story of their first meeting is a chuckle too good to ignore-­ Jim almost ran over her in the parking lot with his police car at Mt. Saint Mary's college where Heather was attending classes! These days they make their home in Manchester in a house designed by Heather and custom built by Jim.

Sgt. Jim describes the CASA unit as "a specialized unit of very, very dedicated law enforcement investigators that put 11O% effort into their work. The role of CASA is to establish the facts of the case, while advocacy falls into the purview of treatment programs like Rape Crisis.

When asked what is the hardest thing about his job, he quickly answered the long hours. It is not unusual for him to get called out in the middle of the night twice a week, and surveillance, stake-outs, compiling strategy and consultation with prosecutors consume much time. Case assignment is handled personally by Sgt. Jim who may also go on to assist investigators with interviews, search warrants, and resource information. Occasionally the crimes  they  are  called  upon to investigate are  so horrendous  and  complex,  that  two  investigators are assigned.

The good things about his position are the wonderful people he works with and the successful arrest, prosecution and punishment of a sexual predator. His goals for CASA include acquiring cell phones, expanded surveillance equipment, and most importantly, a new location. The ideal CASA office would   be a non-­ intimidating older home in Westminster specially designed to meet their needs to interview child or adult victims. And just as important, bathrooms. (An inside joke...)

In order to enjoy police work Sgt. Jim long ago learned to compartmentalize, a term often used to mean separating one aspect of life from another. Separating professional responsibilities from the private allows him and other professionals to meet and enjoy the obligations of each. Home life for Sgt. Jim is very good indeed. These days he can count on 16 month old little Mackenzie meeting him at the door and following her daddy everywhere.
