Patricia A. Joyner, 76,

LITTLESTOWN Patricia A. Joyner, 76, died late Tuesday, July 26, 2011, at Hanover Hall Nursing Center.

She was the wife of Earl W. Joyner for 57 years. Born August 3, 1934, in Washington, D.C., she was the daughter of the late Russell C. and Bernadette (Topley) Elliott.

She was a graduate of Notre Dame High School of Washington and was retired from Scenic Irrigation, Inc. of Bowie, Md., since 2004.

Previously she was employed with Catholic University of Washington.

She was a member of St. Aloysius Catholic Church, Littlestown. Through her children, she was involved in many organizations from scouting to dance groups and volunteered her time with groups and causes at St. Matthias Church in Lanham, Md., where family worshipped and where the children attended school.

In addition to her husband, Patricia is survived by three daughters, Bonnie L. Richter and husband, Bob of Davidsonville, Md., Deborah A. Perdew and husband, Jon of Coleman Falls, Va., and Wendy L. Ferko of Crownsville, Md.; two sons, James E. Joyner and wife, Lynn of Manchester, Md., and Daniel E. Joyner of White Plains, N.Y.; 22 grandchildren, Samuel, Omar, Ananda, Rocco, Shaman, Ruchi Singh, and Pranam Bai Rose Richter, Jamie, Nathan, Luke, Jacob, Mark, Eli, Abby, and Caleb Perdew, Christine, Heather, Gregory, Ashley, and Patti Lynn Ferko, and Grant and Jamison Joyner; three great-grandchildren, Freedom and Elan Richter, and Charlotte Perdew.

She was predeceased by many aunts, uncles, and cousins.

Holidays were always celebrated as large events, bringing together relatives far and near under the Joyner roof to share food, faith, and family.

Though she was unassuming and humble, Patricia was the thread that weaved together the family's past, present, and future.

A Mass of Christian Burial will be Saturday at 11 a.m. at St. Aloysius Catholic Church, Littlestown, with The Rev. James M. Sterner Celebrant. Viewing will be Friday 6 to 8 p.m. at Little's Funeral Home, Littlestown, with the Rosary recited at 8 p.m.

Interment will be Monday, August 1, in Ft Lincoln Cemetery, Brentwood, Md. Contributions in Patricia's name may be sent to her church at 29 S. Queen St., Littlestown, PA 17340. Published in Evening Sun on July 28, 2011

On July 1, following years of political debate, a resolution passed last year by the Board of County commissioners and months of extensive planning and rehearsal, the Carroll County Sheriff's Office officially assumed its new role as the county's primary law enforcement agency.

And by all accounts, few people outside the halls of law enforcement and county government even noticed.

Which is exactly the sort of seamless transition that the Sheriff's Office and the county Office of Public Safety has been planning and hoping for...

After months of discussion and debate, Mount Airy will soon be paid roughly $11,000 for a roughly $22,000 bill issued in December 2010 to a group of petitioners living in a 600 acre area south of Interstate 70 and east of Md. Route 70 who had a failed annexation bid into the town.
The payment is the result of negotiations between the town and petitioners which wrapped up the first week of July.
“There were some legal issues we wanted to make sure were ironed out to protect us,” said Mayor Pat Rockinberg at the Town Council meeting Monday night.
The agreement states the bill is split 50/50 and will be paid in 120 days.
The petitioners asked the town to annex their property in September 2009, in part, to prevent Carroll County from rezoning the land for commercial development. After the annexation was not successful, a $22,444 charge to the 197 residents living in the 600 acres south of Interstate 70 and east of Md. ANNAPOLIS — Gov. Martin O'Malley announced the make-up of his five-member Redistricting Advisory Committee on the Fourth of July holiday.

The announcement of the committee first appeared on the governor's website July 5 and also noted the first meeting of the committee — the next day, July 6, in Annapolis.

The committee is charged with drafting a legislative and congressional redistricting plan for the state.

Jeanne Hitchcock will chair the committee. Hitchcock, who serves as the governor's secretary of appointments, previously worked with then-Baltimore Mayor O'Malley as a deputy-mayor, and worked on the redistricting process that created single-member districts in the city

The committee also includes Senate President Thomas V. The South Carroll Fine Arts League art exhibition at Fairhaven in Sykesville continues through July 15.

The show which debuted June 1 includes artwork in original oil, acrylic and watercolor paintings, photography, and framed prints by 10 talented local artists: Mary Decker, Sam Gunby, J.C. Coleman, Barbara Taccino, Wayne McWilliams, Gale Ratley, Frank Torockio, Lucille Kerns, Darlene Jones, and Kevin Dayhoff.

The show is open to the public and all the art is available for sale. 

Art is displayed in the main hall accessible through the main entrance.  Visitors are asked to come between 10 AM and 9 PM.
