CARROLL COUNTY SWEARS IN 58TH SHERIFF FIRST NEW SHERIFF IN
16 YEARS

Westminster – Sheriff Jim DeWees was sworn in as the 58th
Sheriff of Carroll County during an inauguration ceremony at Carroll Community
College’s Scott Auditorium on Tuesday, December 2, 2014. Sheriff DeWees is a retired Captain with the
Maryland State Police and is the first new Sheriff of Carroll County in 16
years. Sheriff DeWees won both contested
primary and general elections by overwhelming margins to become Sheriff. Sheriff DeWees took control of the sheriff’s
office from retiring Sheriff Kenneth Tregoning, who was first elected to office
in 1998.
Sheriff DeWees was raised in Carroll County and is a 1988
graduate of South Carroll High School in Winfield, Maryland. He holds a Bachelors of Arts degree in
Criminal Justice from Mount Saint Mary’s University in Emmitsburg, Maryland and
a Masters of Arts degree in Human Resource Development from Seton Hall
University in Trenton, New Jersey.
Sheriff DeWees is also a graduate of the Northwestern University School
of Police Staff and Command.
Sheriff DeWees is married with three children who attend Carroll
County Public Schools. His wife of 16
years, Heather, is a teacher for Carroll County Public Schools and the girls’
varsity basketball coach at Manchester Valley High School. Sheriff DeWees is the second youngest of the
six children of Joan and the late Thomas DeWees of Thurmont, Maryland.
Sheriff DeWees retired as a Captain from the Maryland State
Police. His career with the Maryland
State Police started after high school when he became a cadet at the age of
18. Sheriff DeWees rose through the ranks
of the Maryland State Police and held numerous operational and command
assignments within the organization.
Sheriff DeWees spent the majority of his career as a patrol and
investigative trooper, supervisor and barrack commander in Carroll County, assigned
to the Westminster Barrack. Sheriff
DeWees was commander of both the Westminster and Golden Ring Barracks,
Operations Commander for the Washington Metropolitan Area and ended his 25-year
career as the Special Operations Division Commander, overseeing Emergency
Operations, K9, S.T.A.T.E. Team and the Motor Unit. He also served as an instructor at the State
Police Academy. For most of his career,
Sheriff DeWees served as an operator, team leader and commander of the Maryland
State Police SWAT Team known as S.T.A.T.E.
In 1998, Sheriff DeWees was awarded the Governor’s Citation
of Valor after he shot the gun out of a suicidal man’s hand, ending a two-hour
standoff in Keymar, Maryland. He is also
a recipient of the Superintendent’s Citation of Valor for his role in ending
two separate armed standoffs in 2000 and 2002.
Sheriff DeWees has received numerous awards for excellence in
investigations and leadership.
Sheriff DeWees brings a diverse background of law
enforcement experience and leadership to the Carroll County Sheriff’s
Office. Continuing a career of public
service, Sheriff DeWees now leads 260 dedicated employees who staff a full
service law enforcement agency providing road patrol and criminal investigative
services, a detention center, and courthouse security. Sheriff DeWees considers it one of the
highest honors of his career to serve the citizens of Carroll County as their
Sheriff.
Sheriff DeWees appointed Eldersburg resident Larry Suther as
Chief Deputy of the Carroll County Sheriff’s Office. Suther is a retired major from the Baltimore
County Police Department where he spent 38 years working his way through the
ranks from cadet to major and retiring as commander of the Special Operations
Division. Suther will hold the rank of
Colonel and oversee the operations for the Office. Colonel Suther has extensive operational,
tactical and investigative experience.
Colonel Suther holds a Bachelor of Science Degree from the University of
Baltimore and is a graduate of the FBI National Academy.
Sheriff DeWees also appointed Manchester resident Vicky
McDonold as Director of the Management Services Bureau. Director McDonold comes to the Sheriff’s
Office from the private sector where she was a project manager for Automatic
Data Processing (ADP) in Owings Mills.
Director McDonold holds a Bachelor of Science Degree from Towson
University in finance and a Master’s Degree from University of Maryland
University College in Technology Management.

1910 Westminster Carroll County Maryland Main Street
At any given time, most any of my old family post cards are “one
of my favorites.” But I guess this one really is.
Postmarked from 1910, this post card looks east on Westminster’s
Main Street from the rail road tracks. If you were to see the original post
card, you would notice that the street was still dirt. Amazingly, Westminster’s
Main Street was dirt up to around 1923.
I remember many dirt streets, alleys and roads while growing-up
in Westminster in the 1950s and 1960s.
This image was published by my good friend, historian,
artist, musician and photographer, Ken Koons over at the Carroll County Times.

CHANCEFORD TOWNSHIP - Sharon K. "Weezie" (Waltz)
McKinsey, 55, passed away Sunday, July 5, 2015, at York Hospital.
She was the wife of Rick L. McKinsey. The couple celebrated
their 33rd wedding anniversary on May 24, 2015.
A Celebration of Life Service will be held at 11 a.m. on
Tuesday, July 14, 2015 at Life Tributes by Olewiler & Heffner Funeral
Chapel & Crematory, Inc., 35 Gotham Place in Red Lion.
Viewings will be held from 7 to 9 p.m. on Monday and 9:30
to 11 a.m. on Tuesday at the funeral home. Certified Celebrant Betty
Frey will be officiating at the service.
Burial will be in Susquehanna Memorial Gardens in York.
Weezie was born in Baltimore on February 21, 1960, the
daughter of the late Dayton E. and Dorothy E. (Dorsey) Waltz.
She was the owner and operator of Puss Face Customs in Red
Lion, where she was a master mechanic, did state inspections and restorations
of motorcycles.
Along with her husband, Weezie leaves a son, Justin McKinsey
and his wife Tara of Windsor; daughter, Angelique Baublitz and her husband Bob
of Hanover; seven grandchildren, Jazmin Lindamore, Desiree McKinsey, Gavin
Baublitz, Tyler McKinsey, Destiny McKinsey, Brylee McKinsey, and Autumn
McKinsey, and was expecting her first great-grandchild.
She also leaves two sisters, Joyce Kinser and her husband,
Larry of Westminster, Md. and Tina Becker and her husband Glenn of Westminster,
Md.

rest on July 5, 2015.
We thank you for giving her to us to know and to love as a
companion in our pilgrimage on earth and our service to our community.
We lift her up into your loving arms. Hold her, her family,
friends and colleagues in your heart and our prayers.
In your boundless compassion, console us who still mourn.
Those we love don't go away. They walk beside us every day,
Unseen, unheard, but always near, Still loved, still missed and very dear.

employee, Ed Stitely passed away July 3, 2015
I really enjoyed working with Ed at the city. He was conscientious
and friendly… He was old-school, hard-working, always willing to help and cared
about his job and the other employees and the citizens for whom he worked.
Those we love don't go away. They walk beside us every day,
Unseen, unheard, but are always near. Still loved, still missed and very dear. Remember
he is always with you.
May memories of happy times sustain his family. May God's
love embrace his family and bring them peace. Healing graces for his family, friends
and colleagues. We keep Ed and his family in our hearts and prayers.
So sorry for your loss.

Edward L. Stitely of Taneytown, MD passed away peacefully
Friday, July 3rd at the age of 73.
Born July 16 1941 in Union Bridge, MD, he was the son of the
late Donald and Loretta Stitely.
Ed graduated from Elmer Wolfe and earned his degree in
AutoCAD from Frederick Community College.
All his life, he worked in various areas of construction. He
retired from the City of Westminster.
In his spare time, he enjoyed butchering time, playing golf,
tinkering in his shed, working on his computer, and taking walks in the woods
with his grandsons.
He was a devoted husband, father, grandfather, and friend,
whom will be deeply missed on this earth.
He leaves to cherish his memory, wife Mary of Taneytown,
sons Jeffrey of Walkersville, MD and Kevin (wife Tawny) of Annapolis, MD,
daughter Tammy Kurtz (husband Bob) of Fairfield, PA,
Three grandsons; Robby, Zachery and JD, brothers Roy (wife
Judy) of Westminster, MD and Fred (wife Linda) of Walled Lake, MI, sisters
Joyce Thomas (husband Cephus) of Hagerstown, MD, Janis Stottlemyer (husband
Bob) of Thurmont, MD, and Donna Nichols (husband Alan) of Frederick, MD, many
nieces, nephews and relatives.
He is preceded in death by his parents, brother Leroy,
stepson Ronnie Baker, and granddaughter Tori.
At Ed's request, there will be no services. He chose to
donate his body to the Maryland Anatomy Board in the hope to aid others.
Cremation will take place at a later date.

He was the original
owner of Stem’s Printing, which he started in 1976. He was a veteran of the
Army, member of Grace Lutheran Church

Charles William Stem, 87, of Westminster, died Thursday,
July 2, 2015, at Lorien in Taneytown.
Born January 8, 1928 in Westminster, he was the son of the late Anna B.
Lang Stem and Clarence A. “Buck” Stem.
He was the husband of 60 years of the late Martha V. Stem.
He was the original owner of Stem’s Printing, which he
started in 1976. He was a veteran of the
Army, member of Grace Lutheran Church and the Westminster Moose Lodge No.
1381.
He entertained crowds playing country music in the band
“Country Edition” and played as a guitarist and vocalist in the band
“Texas" Jim and The Stump Jumpers for many years. He enjoyed spending time with his grandchildren,
movies, country music, jokes, baseball, football, NASCAR and puzzle books. He
read his Bible daily.
He is survived by a son Dennis E. Stem of Westminster and
companion Theresa Kerrick, grandsons William, Michael, Patrick, and Phillip
Stem, great-grandchildren, Amandah, Kayla, Garrett, Austin and Griffin Stem.
The family will receive friends on Tuesday from 2 to 4 and 6
to 8 p.m. at the Fletcher Funeral & Cremation Services, 254 E. Main St.,
Westminster.
Funeral services will be held Wednesday at 11 a.m. at the funeral
home with Pastor Kevin Clementson, of Grace Lutheran Church officiating. Interment will follow in Evergreen Memorial
Gardens with military honors.
In lieu of flowers, memorial contributions may be made to
Grace Lutheran Church, 21 Carroll St., Westminster, MD 21157.
