HSP to Receive the "2013 William Donald Schaefer Helping People Award" for Carroll County - Thursday, August 8, 10am
Comptroller Peter Franchot created this award for individuals and organizations in each Maryland county, and Baltimore City, who best exemplify William Donald Schaefer's lifelong commitment to helping people.  HSP was chosen as Carroll County's winner because of our demonstrated ability to accomplish one or more of the following:
  • improve the community
  • solve citizen problems through effective government intervention
  • aid the most vulnerable in society, and
  • create public/private partnerships to improve the lives of Marylanders.

"Month of Sundays" Summer Concert Series
Our 19th annual Month of Sundays was a great success in July, and raised over $12,000 for HSP.  Many thanks to all of the bands for their energy and enthusiasm.  We've received rave reviews for the two shows...that didn't get rained out!  The concert series could not have been a success without the support of our many partners, underwriters, sponsors, family and friends, including:

Living Waters Garden Center - Ladies Night Out to benefit HSP's Women and Children's Center
Many thanks to Living Waters for their generous $900 donation from the registration fee proceeds of their Ladies Night Out on July 25.  The center hosted a lovely evening of shopping for plants and pottery, which included wine tasting, hors d'oeuvres, massages, make-up, music, door prizes and more!  Thank you, also, to participant Galloping Goose Vineyard in Hampstead for supporting HSP thru this event.  Click to visit Living Waters and the Galloping Goose

Cindy Parr: Successes Mark Tax Assistance Program
Human Services Programs of Carroll County offers more than 20 programs that serve the County's low-income and at-risk population. About 9,500 individuals receive assistance through our agency to better their lives and make the necessary linkages that will move them out of poverty.  One program in particular that directly affects this goal is the Volunteer Income Tax Assistance, or VITA program. VITA is a program that is geared toward low-income and at-risk families who need tax assistance but cannot pay the fee normally charged for preparation. Continue reading . . . .

Saturday, July 27, was the 60th anniversary for what is known as National Korean War Veterans Armistice Day.

Never heard of it? You are not alone.

It was 60 years ago that, according to my 1970 edition of "A Concise History of The United States Marine Corps 1775-1969," "Finally, after two years of frustrating and often fruitless meetings with the Communist negotiators, an armistice was signed at Panmunjom, and the fighting (in Korea) ended on 27 July 1953 …""


Unlike armed conflicts of the past, there was really nothing conclusive about the end of the active hostilities.

There has never been a peace treaty. Technically, the Korean War never ended. To this day, the U.S. still maintains 28,500 troops in South Korea in an effort to maintain an uneasy peace.
Growing up in Carroll County in the 1950s, I recall very little mention of the Korean War. At the time, Carroll, like much of the country, was trying to get accustomed to a new post-World War II economy. Residents were busy with new houses, jobs and the task of raising young families that followed the six years of World War II.

Many historians refer to the Korean conflict as "The Forgotten War." I tend to refer to it as "The Inconvenient War." History has unceremoniously relegated it to a footnote wedged in between World War II and Vietnam.

The Board of Carroll County Commissioners decided Thursday to establish a 10-person committee to recommend criteria for the newly established Education Opportunity Fund.

The committee is expected to begin meeting within the next couple of weeks, according to Commissioners President Doug Howard.

In May, the commissioners approved their fiscal year 2014 operating budget, which included a controversial $400,000 allocation to create an Education Opportunity Fund for non-public school students.

The Board of Carroll County Commissioners voted unanimously Thursday to allow the Sheriff's Office to move some of its administrative offices into the old jail building on North Court Street in Westminster.

Commissioner Robin Frazier abstained from the vote after missing parts of the discussion.

Sheriff Ken Tregoning requested that the Sheriff's Office use the jail building, which was built in 1837, for offices in response to the Circuit Court adding an additional judge.

Obituary for Robert Earl Miller, 89, of Westminster

Robert Earl Miller
age, 89, of Westminster

Robert Earl Miller, age 89, of Westminster, formerly of Cooksville, died Friday, August 2, 2013, at Emeritus Assisted Living, Westminster.


Born September 13, 1923, in Baltimore, MD he was the son of the late John Ambrose and Minnie Schloemann Miller. He was the husband of 65 years of the late June Gable Miller who died April 14, 2011.


Robert was a graduate of Polytechnic High School, Baltimore, Class of 1942.Robert was a retired electrical draftsman. He was a veteran of the US Army during World War II, serving in France and Germany. Robert was a member of Calvary Lutheran Church, Woodbine. He enjoyed the outdoors and travelling. He especially enjoyed spending time with his children, grandchildren and great-grandchildren.


He is survived by son, Robert and Cheryl Miller of Sykesville; daughters and sons-in-law, Linda and Wayne Gadow of Westminster and Allison and Richard Stiles of Finksburg; grandchildren, Jennifer Steen, Adrienne Gadow, Greg Stiles, Eric Stiles, Laura Stiles Allen, Jessica Riddle and Nathan Miller. He is also survived by 9 great-grandchildren and many nieces and nephews.


He was the youngest and last surviving sibling of nine children.


The family will receive friends on Tuesday from 9:30 to 11 AM at the Haight Funeral Home & Chapel (6416 Sykesville Road) Sykesville where a service will be held at 11AM. Interment will follow in Lorraine Park Cemetery, Baltimore.


In lieu of flowers, memorial donations may be made to Carroll Hospice, 292 Stoner Avenue, Westminster, MD 21157.
