Governor Martin O'Malley says lawmakers in 2012 will have to have the "courage" to consider tax hikes as well as spending cuts, and that includes an increase in the state's gasoline tax.

At a briefing for reporters in Annapolis today, O'Malley said lawmakers have already cut $6.8-billion in spending over the last four years.

He says more money is needed for road and bridge projects.

He notes that the state's 23.5-cent-a-gallon gasoline tax was set in 1992 when gasoline was selling for more than $1.10 a gallon. Regular now sells for more than $3 a gallon. He notes that gas tax revenue has not kept up with rising costs of infrastructure projects.

Earlier this year, a commission recommended a 15-cent-a-gallon increase in the gas tax over three years.

The General Assembly already has a pile of 47 bills that have been prefiled so members can get right to work when they convene next month.
On the House of Delegates side, nobody has prefiled more than Del. Michael Smigiel.

Smigiel, R-Cecil, is well known for being a prolific pre-filer. For the 2012 session, 12 bills that Smigiel has sponsored are already prepared for consideration.

“I do it for tactical and practical reasons,” he said.

A pre-filed bill is one that is drafted and submitted for consideration early. These bills are already numbered and available to be read on the General Assembly website. Any sitting member of the legislature could prefile for this session, but according to the Maryland Code, drafting requests were due by Nov. 15, and the bills had to be submitted by Dec. 2.

Smigiel’s prefiled bills are all over the map in terms of what they would do. They vary from amending the Maryland Constitution to establish a Victims’ Bill of Rights to automatically presuming that a person applying for a handgun permit has a good reason to wear, carry or transport the weapon.
He is also the House of Delegates’ torchbearer for several well-publicized Republican bills, like requiring PlanMaryland to receive legislative approval before it becomes law, and increasing public notice and comment for toll increases. The majority of them are new to this legislative session.

On Sunday, Jan. 1, we changed our name to the Tampa Bay Times. The new name reflects the growth of our newspaper and our vision for this region.


This change was a long time coming. For decades, the Times has been reaching north and east from St. Petersburg. Nearly 25 years ago, we launched our Tampa edition; on a typical Sunday, it routinely sells more than 100,000 copies. By a wide margin, the Times is Florida's favorite newspaper.


With that success, our name no longer fit the newspaper or the audience we serve. Three-fourths of Times readers live outside St. Petersburg.

Maryland Senator Joe Getty: Pre-Session Events This Week


The 2012 Session of the Maryland General Assembly begins on Wednesday, Jan. 11, with the opening session in the Senate Chamber commencing at noon.

Many pre-session events will be occurring this coming week and you are invited to participate.

Tomorrow (Jan. 3,) the Carroll County Chamber of Commerce will host its annual legislative breakfast. Our local legislative delegation will be discussing the many challenges and issues for the upcoming session. The breakfast begins at 8 a.m. at the Best Western Conference Center (for additional information, click here).

On Wednesday, Jan. 4, I will be hosting a "Town Hall" meeting in Hampstead to outline the impact of redistricting at the federal, state and local level. The meeting is open to the public and will be held at 7 p.m. at J&P Pizza, 903 S. Main St., in Hampstead.

On Thursday morning, Jan. 5, I will be the featured speaker at the Carroll County Ag-Business breakfast. This group meets monthly for an 8 a.m. breakfast at Baugher's Restaurant in Westminster.

I will also be speaking on Thursday afternoon to the section chairs of the Maryland State Bar Association about the legislative process and legal issues that will be prominent in the 2012 session.

With regard to state legislative redistricting, we will learn on the first day of session exactly what the new districts for State Senate and House of Delegates will look like. It is expected that Gov. O'Malley will make few minor adjustments to the plan that was released last month by the Governor's Redistricting Advisory Committee.

This new state legislative redistricting plan proposed major changes to my district - State Senate District 5. On the negative side, I will lose the northern portion of Baltimore County which I greatly enjoy representing.

On the positive side, the district will be located entirely within Carroll County thus restoring a full Senate district that existed under Gov. William Donald Schaefer's redistricting plan in the 1990s but was removed by Gov. Parris Glendening's 2002 redistricting map.

I look forward to my re-election campaign in the new district and the opportunity to meet and represent a new constituency in the State Senate. Obviously, I need to raise campaign funds now to introduce myself to the citizens in the new district. Although they have become prone to apocalyptic forebodings about the fragility of the nation’s institutions and traditions under the current president, conservatives should stride confidently into 2012. This is not because they are certain, or even likely, to defeat President Obama this year. Rather, it is because, if they emancipate themselves from their unconservative fixation on the presidency, they will see events unfolding in their favor. Top films of 2011 go back in time, and many find success

The very best movies of the past year went back to the earliest years of cinema for their subject matter, but 100 or so years amount to just a few film frames when you consider that some of the other movies in this 10-best list went back to the dawn of time for their stories.

In any event, the end of the year is a natural time to think about the good, the bad and the ugly movies that came our way in 2011. It actually turned out to be a pretty good year in terms of the diversity of subjects and level of craftsmanship. Where the latter is concerned, it was reassuring to see that the trendy 3D process can be worthwhile when a crafty director is behind the camera; as for the more routine movies that tried to grab your attention by being released in 3D, well, not even the added dimension can help some movies.

Eldersburg resident Ellen Dix admits that when she heard the news this week that Sears Holdings Corp. will close 100 to 120 Sears and Kmart stores nationwide in 2012, she had one thought:

Maryland Hay Bank nets a little 'feed' to help struggling horse owners

The Maryland Hay Bank, an operation of the Mount Airy-based Gentle Giants Draft Horse Rescue, was among 15 organizations awarded a piece of $21,000 in grants this week from the Maryland Horse Industry Board.

The Maryland Hay Bank assists private horse owners who are experiencing a financial hardship or a personal crisis with free hay for their horses for 30 days, up to a maximum of 100 total bales.
