Birds Leave Manchester But Others May Come

The Carroll Record, December 6, 1973.

The birds are gone from Manchester's Christmas Tree Park, but nobody is sure for just how long, including the "expert," Nelson F. Swink Jr. of the Wildlife Services Division in Annapolis.

The town turned to Mr. Swink earlier this year for help in getting rid of the hundreds of starlings and blackbirds that had come to the park to roost for the second straight year. "I was just getting ready to come up there when the mayor called and said the birds had left of their own accord," Mr. Swink told The RECORD this week. "That's a big roost," he said, "and I think they will probably be back.

There is a winter roost and a summer roost. I think the birds that just left were the summer roost, migrating south." But he believes the winter roost is on the way. If they do arrive, he is prepared to come to Manchester as promised and bring a variety of noise makers with him which he hopes will make life so miserable for the birds that they will decide to leave.

No Xmas Decorations Or Treat For Children Here

Announcement was made by Mayor Joseph L. Mathias that the municipal decorations for the coming Christmas season will be limited to the decorating of the tree at "The Forks".

Due to the lack of available manpower and the scarcity of required materials, the Mayor said the extensive decorating plan, which prevailed prior to the war, would not be resumed this year.

Mayor Mathias also announced that the City could not offer the Christmas treat to the children of the community this year because of the limitations to the supply of candies and fruits.

Annoying Phone Calls? Chamber Gives Advice

The Carroll County Chamber of Commerce has received several complaints recently about annoying phone calls and calls which involve aggressive and bothersome sales techniques, a Chamber press release reported last week.

To deal with calls which are abusive or which involve pranks, the safest course of action starts with positive identification of the caller, the Chamber said. If there is any doubt, ask to return the call which will give you the opportunity to check the number for accuracy.

Most importantly, never, never answer questions of a personal nature unless you are sure of the identity of the caller, the Chamber cautioned.

Union Bridge - A pair of trousers was stolen early in the evening from the wash line of Mrs. John Pittinger about a week ago.

We were under the impression that thievery was entirely confined to booze the past year or two.

New Windsor - It is rumored that robbers have entered, or attempted to enter, several houses in town in the recent past, and that they visited the home of Erscie Benedict last Saturday night during the absence of the family, getting away with a supply of their butchering stuff, consisting of sausage, pudding, &c.

Should they continue on their rounds, it is hoped that may get all that is due them.

Haight Items—By request of persons who travel the road leading from Oakland Mills to the Liberty pike, we call the attention of the County Commissioners to the miserable condition of said road, especially through the property of Mr. B. F. Bennett, and near the residence of Mr. T. S. Clark.

Those two places are well-nigh impassible, and not only a disgrace to the community but also to the county.

It is rather late to mend roads we admit, at least with dirt, but surely stones enough can be gotten nearby to fill these monster mud holes, and at very little cost now, but if it is not done, and accidents occur at those places, which will be unavoidable, this county will have to pay damages.

We doubt if there has been for years a place on any road in the county in such a miserable condition. We hope the attention of the Commissioners will be called to this matter and the road mended at once.

On Monday, Dec. 6, the Mt. Airy Town Council will render its decision on the controversial I-70 annexation request.

Mt. Airy is no stranger to annexation controversy.  However, this time it appears the tables are turned. For the most part, those who have always fought against annexation, support the I-70 annexation. Those who have been proponents of annexations in the past are extremely skeptical and are still waiting for answers to their concerns.

The Republican Farm Team

In the days following the November 2 state and national midterm elections, pundits have superficially opined at great length as to the depth and meaning of the phoenix-like resurgence of the Republican Party on the national level.

Beyond the media bright lights and glamour focused on the national contests, the number of Republicans voted into local and state offices lends us a better fundamental nuts and bolts gauge for the future of the GOP.

Writing for the Oregon Statesman, my Capitolbeat reporters’ association colleague, Peter Wong, called the November midterm elections a political hurricane when he recently reported on a presentation by Tim Storey, a senior fellow with the National Conference of State Legislatures...

Besides, I have never been a fan of the “great person” theory of history.

In Ms. Bykowicz’ article she quotes Mr. Murphy to wisely note: “We turned a pretty good election into a defeat,” Murphy said, describing how Ehrlich's loss overshadowed the local gains. “It's our own fault. We focused all our attention like a laser on one person, one position. And we've got to stop doing that.”

In Carroll and Frederick counties, Republican leadership appears to be much more public policy fundamentals-driven than that of the cult of personality.

According to Ms. Bykowicz, “When … officials are sworn in next month, 15 of the state's 23 counties will be run at the local level by Republicans. Nine of those won't have a single Democrat in their governing body – a phenomenon Republican blogger Richard Cross described as ‘Maryland's red underbelly.’ ”

Or what I refer to as the Republican farm team.

However, to paraphrase my McDaniel College political science professor, Dr. Herb Smith, “Now comes the hard part – governing.”
