Ifill is moderator and managing editor of "Washington Week" and senior correspondent for "The NewsHour with Jim Lehrer." Author of "The Breakthrough: Politics and Race in the Age of Obama," she also moderated the Vice Presidential debates during the Presidential elections in 2004 and 2008.

This event is the final in the Eisenhower Institute's Spring Speaker Series at Gettysburg College, which included USA Today Journalist Joan Biskupic and United States Naval Academy Professor Howard Ernst.

Gettysburg College creates new major in Organization and Management Studies

Gettysburg College's Department of Management has overhauled its major, which is now called Organization and Management Studies (OMS).

In addition, the department has initiated changes to more closely align the management curriculum with the College's liberal arts focus while better preparing students for the contemporary workplace.

The new OMS major will explore "organizations, how they behave within the context of societal issues, how people in those organizations behave, and how those organizations are managed." Anchored firmly in the social sciences, OMS aims to "reaffirm the liberal arts foundation of the studies of organizations and management."

Prof. Bennett Bruce, department chair and chief architect of the changes, said that OMS was the department's answer to three questions: "How can we contribute to the mission of the College, how can we create something that's great for students, and how can the faculty do something that we're passionate about?"

The major in OMS is intended to give students a solid foundation in organization theory and behavior, statistics, research methods, and systems thinking, while choosing one of two tracks: Organizations and Society or Intra-Organizational Dynamics. Courses cover such topics as organizational culture, social responsibility, ethics, leadership, motivation, gender and diversity within organizations, and organizational change.

OMS replaces a more traditional management major that combined courses in management and business, according to Bruce. The new major, he said, will give students the "intellectual freedom" to dig deeply into some of the most important issues organizations grapple with today, such as sustainability, corporate ethics, and globalization.

Though business courses have been removed from the OMS major, they still have an important role in the Gettysburg curriculum. Students in any major will now be able to add a business-literacy minor to their field of study. The minor includes courses in finance, marketing, accounting, organizational behavior, and economics.

Distinguishing the OMS major from a traditional business major is one of the objectives of the new structure. Critical thinking, rigorous inquiry, and the acquisition of knowledge-instead of just skills-are central to the OMS curriculum, which stresses "intellectual boldness, creative problem solving, entrepreneurial thinking, and the practice of responsible management."

Bruce said the new major will give students "a larger perspective than just how to maximize profit," while also giving them a competitive advantage when they graduate. "Our students will get a good foundation for graduate work. They'll be prepared for cutting-edge work in organizations. And they're likely to be attracted to companies that are doing something innovative."

Founded in 1832, Gettysburg College is a highly selective four-year residential college of liberal arts and sciences with a strong academic tradition that includes Rhodes Scholars, a Nobel laureate and other distinguished scholars among its alumni. The college enrolls 2,600 undergraduate students and is located on a 200-acre campus adjacent to the Gettysburg National Military Park in Pennsylvania.

Folks in the small town of Sykesville are shaking their heads in disbelief today upon learning that over the weekend someone stole the wheelchair of a town resident who is paralyzed from the chest down.

Sykesville is a relatively quiet town of approximately 4500 residents, which straddles the Carroll and Howard County border in the southern part of Carroll County, where - still to this day - most everyone knows each other.

However, a small part of that small-town trust has been shaken. According to the town police chief, John Williams, who answered the phone when this reporter called the department asking for additional information, “the theft of a wheelchair occurred during the evening hours of Saturday, April 3, 2010 between 9 p.m. and 11 p.m.

“The owner of the wheelchair is a town resident and is paralyzed from the chest down. The adult size wheelchair is red and black in color with ‘QUICKIE’ printed in white lettering on the back of the chair.”

When asked why he answers the phones and if he also takes out the trash and washes the windows at the police station, Williams only admitted to be “in a flurry of administrative tasks,” with a wry chuckle.

Williams noted that “neighbors got together and carried the owner from his car to his bed… But we sure would like to return the wheelchair to its owner.

“Officers canvassed the neighborhood, but so far we have had no luck locating the wheelchair and we have no suspects at this point. The wheelchair has been valued at $4,500.00,” said Williams.

The investigation is ongoing. If anyone has additional information that could help the Sykesville Police Department, they are asked to call 410-795-0757.

The Carroll County branch of the NAACP has announced that Chief Judge Bell will be the keynote speaker at the upcoming annual Freedom Fund banquet to be held April 9.

In 1996, Bell became the only active judge in the State to have served at least four years on all four levels of Maryland’s judiciary, and the first African-American to be named the state’s chief jurist.

Bell began his long career as an attorney with the law firm Piper and Marbury. He was first appointed to the bench in 1975 as a judge of the District Court of Maryland for Baltimore City, according to information from his office.

He next served as a judge for the Circuit Court for Baltimore City from 1980 until 1984. In that year, he was appointed judge to the Court of Special Appeals of Maryland and in 1991, Bell was appointed to the Court of Appeals of Maryland.

On October 23, 1996 then-Maryland Governor Parris Glendening, appointed him to the state’s highest court, Judge of the Court of Appeals.

Bell, who in his current role manages over 3,000 employees, and oversees the Maryland court system, lectures frequently at schools and community groups.

He was born in Rocky Mount, North Carolina on July 6, 1943 grew-up in Baltimore where he attended Dunbar High School.

In 1960, twelve Dunbar High School students entered a downtown Baltimore restaurant, were refused service and subsequently arrested and convicted for trespassing.

One of those students was a young Bell, who led an appeal of the verdict in a landmark civil rights case, Bell v. Maryland, which was eventually argued before the United States Supreme Court and brought an end to de facto racial segregation in Maryland.

Bell continued his education at Morgan State College, where he received his A.B. degree in 1966. He went on to Harvard University Law School where he received his J.D. in 1969.

Fox News cable news host Bill O'Reilly has said that he will pay the $16,500 legal bill for the father of fallen U.S. Marine Lance Corporal Matthew A. Snyder, of Westminster who was killed instantly March 3, 2006 while on assignment in Al Qaim, Iraq.

Protesters led by Fred Phelps, of the Topeka, Kansas Westboro Baptist Church protested at Lance Cpl. Snyder’s funeral at his funeral service which was held in his home parish of St. John Catholic Church in Westminster on March 10, 2006.

According to news reports, Phelps and the church have picketed a number of military funerals around the country claiming that the deaths of U.S. military personnel in Afghanistan and Iraq are punishment for the nation’s tolerance of homosexuality.

In response to the protests, Lance Cpl. Snyder’s father, Albert Snyder, of York, Pa., sued Phelps, his daughters Shirley Phelps-Roper and Rebecca Phelps-Davis, and the church and won an $11 million damage award for emotional distress and invasion of privacy in October 2007.

The judge subsequently reduced the amount to $5 million. However, the verdict was thrown out on appeal in the Court of Appeals for the Fourth Circuit in Maryland, which last Friday ordered Snyder to pay the costs of Phelps’ appeal.

Meanwhile the Fourth Circuit’s decision has been appealed to the U.S. Supreme Court which agreed earlier in the month to consider whether or not the protesters’ messages, which include phrases such as ‘Thank God for dead soldiers,’ are protected by the “time, place and manner” precedent under the First Amendment which addresses the competing privacy and religious rights of the mourners.

Sean Summers and Craig Trebilcock, the York, Pennsylvania attorneys representing Snyder are doing the work for free; however the filing requirements for an appeal the U.S. Supreme Court can be expensive. A situation only exacerbated the decision last Friday that Snyder pay the court expenses involved in the Fourth Circuit’s decision, which has subsequently made national news.

Various legal experts have said in news reports that the Fourth Circuit had the discretion to hold off on making a ruling until the Supreme Court made its decision.

Meanwhile, a web site, MatthewSnyder.org, has been created by the law firm of Barley Snyder, LLC, who is representing the Snyder family for folks who would like to donate money for the Snyder family's continuing legal expenses.

In a phone interview this afternoon with this reporter, a representative of the firm said that all the money collected will go towards the expenses that will be incurred for preparing the case for the U.S. Supreme Court, “which can be pretty hefty…

“Not the attorney fees, because we are representing the family for free,” she added.

O’Reilly steps forward.

Yesterday on “The O'Reilly Factor,” O’Reilly stepped forward and said, “That is an outrage… I will pay Mr. Snyder’s obligation. I am not going to let this injustice stand…

“It is obvious that they were disturbing the peace by disrupting the funeral. They should have been arrested, but our system is so screwed up that loons are allowed to run wild. Snyder is fighting the good fight, and he is taking his case to the Supreme Court as he should. We are behind him 100 percent,” opined O’Reilly on the broadcast.

The U.S. Supreme Court will hear Snyder’s appeal during its October term and with a verdict will be announced in the middle of next year.

As for media reports that O’Reilly has volunteered to pay the appellate expenses ordered by the Fourth Circuit, the representative from Barley Snyder, LLC said that the phone has ringing off the hook as a result of those reports…

She added that she had also heard that (O’Reilly has said he will contribute) but cannot confirm at this point that he has indeed written a check, “Although I am sure he is good to his word.”

The mayor’s office and two council seats are up for grabs this coming May 3 when Mount Airy citizens go to the polls to select new leadership for the town.

At the Mount Airy board of supervisors of elections citizens’ meeting on March 8 in the town hall council chambers, the chair of the elections board, Bruce Walz, banged the gavel and brought the short, 20-minute meeting to order at precisely 7 p.m.

Citizens, from the town of almost 10,000, which straddles the Frederick and Carroll County border, crowded into the room to nominate candidates to vie for the mayor’s office, currently held by Peter Helt; and two council seats, currently held by Gary Nelson and Chris Everich.

Each town council member is paid $4,000 per year and the mayor is paid $8,500 a year.

Citizens nominated Wendi Peters, currently a town councilmember, and Patrick Rockinberg, who currently serves as the vice-chair of the Mount Airy planning and zoning commission to vie for mayor.

For the two council seats, citizens choose three to stand for election: David M. Blais, Scott Strong, and incumbent councilmember Chris Everich.

Councilmember Gary Nelson is to date, not a candidate for re-election.

A distinguished member of the community, B.J. Dixon, the former town clerk who retired after 30-years of service to the community, rose to the podium first.

“I’m here this evening not only as a resident of the Town; not only as a past employee of the Town; but as a concerned citizen that feels we need to get the town back on track with someone that has leadership abilities. I’m here to nominate Councilwoman Wendi Peters for the Office of Mayor.

Tony Falletta then rose to nominate Pat Rockinberg for mayor. He explained that “Pat moved to Mount Airy in 1997 and since that time has been very active in the community.” Mr. Falletta said “it was during the 2006 election cycle that I first met Pat and have come to admire his leadership abilities.”

Current Mayor Helt nominated Mr. Everich by citing a Bible verse from Proverbs 15:22, “Without counsel, plans go awry. But in the multitude of counselors they are established… In short it is better to get the opinion of many counselors than to have a bunch of yes men. I have found Chris Everich to be a good counselor and not a yes man. Chris can be talked to, reasoned with and learned from.”

Former Mayor Pyatt nominated Mr. Blais, by noting that “he earned his Eagle Scout badge from Mount Airy’s Troop 460, graduated from Linganore High School and has served honorably in the U.S. Air Force for 24 years since 1986.”

To wrap-up the meeting, Tim Askeland nominated Mr. Strong. Mr. Askeland reiterated after the meeting that Mr. Strong could make a positive contribution to the community because he is a volunteer sports coach for Mount Airy’s children and he vigorously opposed a recent annexation initiative for the Rigler property, (part of which was to be used for sports fields.)

I attended the meeting for a number of reasons. As a student of governance, political science, and history; the town is a great study of a municipality with enormous potential that is being held back by what many consider to be a crisis in government.

Although I make my home in Westminster, my Quaker ancestors, the Wright family, along with the Warfield, Grimes, Haines, Farver and Gilliss family, began living in the area since the early 1700s, long before it was an incorporated municipality.

Over the years my family has seen it all. We witnessed the “first wave” of “newcomers” that came to what is now known as Mount Airy, when the railroad arrived.

The delightful quintessential small town maintained a reputation through the 1950s and 60s for a high quality of life.

However the last decade has been unpleasant. Still others will say that in the last quarter-of-century Mount Airy has developed quite a reputation for its contentious elections; and the mental anguish, embarrassment, and humiliation have since been the standard by which the town deliberates and grapples with many growing pains.

Then it began to be “discovered” by folks in the throes of urban flight in the late 1960s or early 1970s. Being located near Interstate 70 made the commute to the Baltimore of Washington, D.C. employment centers easy. This exacerbated growth pressures in the days of inexpensive gasoline, low taxes, and quality housing stock that was reasonably priced.

With the growth brought tension and the wheels began to get wobbly as early as June 1973 when Mayor Lewis C. Dixon and Frederick W. Stevens got in a scuffle after a “meeting when Stephens presented problems with a sewer station on land he used to own,” according to the June 29, 1974 edition of “The Community Reporter.”

Mr. Stevens filed a $90,000 damage suit in Circuit Court a year after the incident claiming that he suffered “painful injuries about his face and head and was caused great mental anguish, embarrassment, and humiliation.”

In the last several years, Mount Airy has stayed in the news for political turmoil and intrigue, allegations of ethics violations, quarrels over growth and annexation, recreation, and water. On September 3, 2007, the town was awakened to a devastating three-alarm fire in the 200 block of South Main Street.

In 2009, a total of three citizens took turns in the mayor’s office in a year of public bickering and disagreement.

Helt, who was voted in as mayor by the council members on Dec. 7, 2009 after the council voted out former Mayor David Pyatt, chose not to stand for election for mayor. Helt had taken the place of former Mayor Frank Johnson Jr., who was elected in 2006 and resigned in February 2009.

There was also turnover in 2009 among the councilmembers as Everich was chosen to take the place former councilmember John Woodhull who moved out of town and did not finish his term.

On the evening of the citizens’ nominations the League of Women Voters of Carroll County announced that the non-partisan organization will hold a candidates’ forum on March 31 at 7 p.m. for those running for office.

The forum will be held at the Mount Airy town hall and will be broadcast live by the Community Media Center. The forum will feature questions developed by the League and questions from the audience. For more information about the forum, contact the League at info@carroll.lwvmd.org.

The last day for write-in candidates to get on the ballot is 5 p.m. April 12. The deadline to register to vote is April 5 and absentee ballots are available at the town offices up until April 15.

Elections are held in the town every two years. Citizens will have an opportunity to vote for one mayor and two councilmembers on Monday, May 3, from 7 a.m. to 8 p.m. at the Firemen's Activities Building on Twin Arch Road.

In a surprise announcement, former Maryland Delegate Donald E. Murphy (R) has announced that he will be running for governor of Maryland in the September 14, 2010 Republican Primary.

Many political insiders had speculated privately that Murphy, known as the “Don,” in political circles, may toss his hat in the ring.

Murphy, who is also known to have made recent trips to New Hampshire, is also rumored to be a presidential contender in 2012.

Recently, noted political analyst Joe Steffen wryly wrote, “Murphy told me last night that a potential run for governor on his part was ‘in the mix.’ As MD point man for the 2008 McCain Presidential campaign and Senior Advisor to MD GOP U.S. Senate candidate Dr. Eric Wargotz to go with his other credentials, Murphy undoubtedly has a set of...bona fides.

“While discussing a possible gubernatorial run, Don Murphy did joke, however, that he ‘didn’t want to split the Murphy (primary) vote,’ a reference to young GOP businessman and upstart candidate, Brian Murphy, who is already running for governor in the GOP primary,” continued Steffen.

“Who knows? Maybe an actual Ehrlich run will entice Don Murphy into the campaign, concerns over splitting the Murphy vote be damned,” wrote Steffen.

Opening shot across the bow…

Steffen noted, “Beyond then-Governor Ehrlich's 2006 taxpayer-dollar-spending-spree-for-votes, THAT brings us back to the libertarian leaning conservative Don Murphy, who when talking about Mr. Ehrlich in the context of being conservative with the tax dollars offered this priceless observation:

“‘Saying Bob Ehrlich is a fiscal conservative is like saying Ocean Gallery (http://oceangallery.com/) is an art museum.’

“That wasn't the beer and bravado talking - but it was the best line of the night. And, hey, isn't the best humor always rooted in the truth?”

Are you experienced?

Murphy is experienced and known to be comfortable in his own skin and in the political arena.

Murphy previously represented District 12A, which covered portions of Baltimore and Howard County Maryland in the Maryland General Assembly from January 1995 to January 2003.

He is a graduate of Andover High School in Linthicum Maryland and graduated from the University of Baltimore with a degree in real estate in 1983.

In recent years, Murphy has been affiliated with the lobbying firm of Genn & Murphy and is a well known and popular GOP Strategist and advisor to U.S. Senate Candidate Dr. Eric Wargotz of Maryland.

In 1994, Murphy defeated the House Majority Leader in a legislative district that had never elected a Republican, according to the Genn & Murphy web site.

While a member of the Maryland House of Delegates, Murphy was a member of the Judiciary Committee and the Civil Law & Procedure Subcommittee. He served as Deputy Minority Whip from 2002 until 2003. Murphy did not seek reelection in 2002.

The Gunn & Murphy web site also reveals “After his reelection in 1998, he became an unlikely advocate for Medical Marijuana legislation as a result of being approached by a Green Beret constituent who was dying of cancer.

“The passage of the Darrell Putman Compassionate Use Act in 2003 placed Mr. Murphy in exclusive company with substantial national media recognition.

“When The Washington Post, The Baltimore Sun and The Gazette listed their “winners and losers” for the Legislative Session, he was one of three, and the only non-incumbent legislator, named to the “winners” list in all three publications.”

“Murphy, a nationally-known campaign advisor, travels extensively at the request of candidates and focus groups who seek his advice,” according to his web site, Genn & Murphy.

Well-liked, well dressed and handsome.

The handsome, well-dressed Murphy is well-liked on both sides of the political aisle and many keen political observers, speaking on background noted, that he has the best chance of anyone to garner the vote in the General Election this November in the heavily Democrat cobalt-blue state of the Maryland.

“Murphy’s congeniality and work-ethic make him a favorite with members of both Maryland Legislative Houses controlled by Democrats,” notes his web site.

“During Mr. Murphy’s first term, the Guidebook of Maryland Legislators called him ‘the nicest Delegate in Annapolis.’ Near the end of his second term, the Montgomery Gazette concluded in its analysis of legislators that Mr. Murphy was unquestionably ‘liked by everyone,’” according to the Genn & Murphy web site.

“Mr. Murphy’s congeniality and work-ethic make him a favorite with members of both Maryland Legislative Houses controlled by Democrats, in addition to the new Republican Administration that has many of his former colleagues and friends in key policy and decision-maker roles,” notes the web site.

Most of the folks in Maryland tend to be more moderate

In a 2008 interview with MSNBC, Murphy, a political moderate, observed, “Most of the folks in Maryland tend to be more moderate,” said Don Murphy, who is the chairman of the Maryland delegation at the (Republican National) convention.”

The web site also notes that “Prior to running for office, Mr. Murphy held key positions in the commercial real estate field, including real estate analyst for Baltimore City’s Economic Development office and as Director of Leasing for a million square foot office and industrial park….”

Murphy is a life-long resident of Maryland with his wife, Gloria, who will be just as surprised as the “Don” and the rest of us that he is running for governor.

Then again, how could they have known – after all it is April Fools’ Day.

The 2010 Carroll Horse Expo runs the gamut, from not-yet riders to people who have had horses all their lives.

"It's the whole range of the horse world," said Caroline Babylon, an Ag board member.

Saturday was the first day of the second annual Carroll Horse Expo at the Carroll County Agriculture Center in Westminster. The event continues today.

Babylon said there were people taking advantage of the lectures and demonstrations and parents who brought their children just to see some horses.
