Visitation is to take place on Thursday, July 30, 2015 from 2-4 and 6-8.

The funeral is scheduled for next Friday, July 31, 2015 at 11 a.m.


Joanne Ruth Neudecker, 67, of Westminster died Monday, July 20, 2015 at Genesis Health Care in Towson.

Born May 25, 1948 in Westminster she was the daughter of the late James Robert and Emma Roose Noel. She was the loving wife of Floyd Neudecker whom she married in 1971.

She was a graduate of Westminster High School class of 1966. She was employed as a Sewing Machine Operator for 20 years at West Knit Corporation, and she retired from EZ Industries- Easy Record after 23 years of employment.

She loved her dog, “Little Boy”. She enjoyed watching Law and Order, eating, going to flee markets, and tractor/car shows. 

She was a member of the former Westminster Fire Department Ladies Auxiliary, and a member at Westminster Church of the Brethren.

Surviving in addition to her husband is son Spencer Neudecker of Westminster; and brother Gary Lee Noel of Westminster.

She was predeceased by brother James Robert Noel, Jr.

The family will receive friends on Thursday from 2 to 4pm and 6 to 8pm at Pritts Funeral Home & Chapel, 412 Washington Rd., Westminster. A funeral service will be held on Friday at 11am at the funeral home with Rev. Art Monroe, Jr. Interment will be in Meadow Branch Cemetery.

In lieu of flowers memorial donations may be made to defray funeral expenses c/o Pritts Funeral Home & Chapel, 412 Washington Rd., Westminster MD 21157.

Westminster Volunteer Fire Department PIO Kevin Dayhoff

Eighty firefighters from eight Carroll County fire companies responded late Tuesday evening to fight a single-alarm house fire in the 1300 block of Western Chapel Road.

The first came into the Carroll County emergency operations center for an investigation of a reported large outdoor fire at 10:18 p.m. At 10:34 the fire was upgraded to a box alarm for a house fire, and shortly after a tanker task force was requested to help supply water.

Firefighters from Westminster, Union Bridge, New Windsor, Pleasant Valley, Manchester, Taneytown, Hampstead, and Gamber remained on the scene for over three hours. The fire was declared under control shortly after midnight, according to the EOC. Units from Frederick and Baltimore County backed-up county stations.

New Windsor firefighters stayed on the scene until past 4 a.m. to assist the fire marshall’s investigation.

The fire remains under investigation by the Maryland State Fire Marshall. According to the fire marshall’s office, the 2-story log home was vacant at the time and suffered $25,000 in damages. “The vacant home was being prepared for demolition. Anyone having information concerning this fire is asked to contact 410-386-3030.”

George Ronald Weisgerber (82) of Westminster died on July 23, 2015 at his home. He was born on July 23, 1933.

My first memory of Mr. Weisgerber was working on the new Westminster High School construction site in 1971. I was working for Tom Senseney Landscaping. It was fascinating to talk with him. He had an amazing mind. He was among a number of great examples that I met growing-up in Westminster - that it is not good enough to be the best – you have to be nice. Mr. Weisgerber was a really-really nice man. 

Family and friends may call at Pritts Funeral Home, 412 Washington Road, Westminster, MD 21157 on Wednesday July 29 from 1:00 - 4:00 and 6:00 – 8:00 pm.

The funeral will be held at Grace Lutheran Church, 21 Carroll Street, Westminster at 11:00 am on Thursday July 30. Interment will follow at Meadow Branch Cemetery.

Born in Baltimore to George B. and Margaret A. Weisgerber. He was the husband of Martha Jean Stephens for 57 year.

He was a 1951 graduate of Baltimore Polytechnic Institute High School. Ron graduated from the School of Engineering at the University of Maryland College Park in 1956. While there he was a member of Sigma Alpha Epsilon Fraternity. He later earned a business degree from Johns Hopkins University in 1977.

Ron joined the United States Navy in 1956 and after Officer Candidate School became a member of the Seabee Corp of Civil Engineers. He retired a Commander after 20 years of service in the Naval Reserve.

In 1962 he began working for Thomas, Bennett & Hunter, Inc. in Westminster. He had a 41-year career with TBH and served as president the last 10 years, retiring in 2003. He had also served as president of the Maryland Chapter of the American Concrete Institute 1989 – 90, and the Maryland Ready Mix Concrete Association in 1981.

Surviving are his three children and their spouses David Weisgerber & Maura Fisher of Frederick, Janice & Jerry Regan of New Tripoli, PA, and Susan & Michael DiPietro of Westminster. Seven grandchildren are William, John & Andrew Weisgerber, Michael & Kevin Regan, and Samuel & Margaret DiPietro.

His sister Nancy Lee Lewis of Baltimore preceded him in death. He was a member of Grace Lutheran Church.

In lieu of flowers memorial contributions may be made to the University of Maryland College Park Foundation for the G. Ronald & Martha Weisgerber Undergraduate Scholarship Fund, 3207 Kim Engineering Building, College Park, MD 20742, or the Carroll Community College Foundation for the G. Ronald Weisgerber & Martha Weisgerber Endowed Scholarship Fund, 1601 Washington Road, Westminster, MD 21157.

Edwin Singer Named Carroll County Md Health Officer

Westminster, Md. - - On Monday, July 27, 2015 – The Carroll County Board of Commissioners and the Department of Health & Mental Hygiene (DHMH) announced, “The hiring of Mr. Edwin Singer, as the Health Officer for Carroll County. Mr. Singer will assume these new duties on July 29, 2015.

“Mr. Singer earned his Bachelor’s Degree in Biology, Environmental Tract, from Western Maryland College (now McDaniel College) in 1987. He is a licensed Environmental Health Specialist and was previously Chairman and served on the State licensing Board for Environmental Health Specialists.

“Mr. Singer has worked for the Department of Health and Mental Hygiene since 1998; over the last 11 years he’s served as the Director of Environmental Health at the Carroll County Health Department.

“Mr. Singer has dedicated his career to public health. The vast majority of his civilian professional career has been at the Carroll County Health Department (CCHD). He began his career reviewing development plans, conducting soil evaluations, and inspecting on-site water and wastewater systems for the CCHD.  In 2004 Mr. Singer was promoted to the Environmental Health Director for the CCHD.

“ ‘I’ve worked with Ed for over 4 years in his role as Director of Environmental Health and I’m confident he’ll be an excellent Public Health Officer for Carroll County,’ said Commissioner Doug Howard. ‘Ed’s a proactive leader who is dedicated to those served by the Health Department.  He has demonstrated a willingness to work with citizens as well as government entities to get the best result for those affected by the public health system.’

“Deputy Secretary for Public Health Services at DHMH, Dr. Howard Haft says, ‘We are excited to have Ed become the Local Health Officer for Carroll County. There is no doubt his breadth of experience will provide significant contributions both locally and overall to the State of Maryland.’

“Mr. Singer has served on the State Water Quality Advisor Council and the Patapsco/Back River Tributary Strategies Team, and Maryland Conference of Local Environmental Health Directors. He has also worked closely with county agencies and elected officials on state laws, regulations, and policies that impact the citizens of Carroll County.


“Mr. Singer served for 27 years in the Maryland Army National Guard and U.S. Army Reserve retiring as a Major in September of 2013. He lives in Manchester with his wife and children. He and his family are very actively involved in the local community.

Throughout the history of the city of Westminster, the community has felt strongly about traffic and pedestrian safety. Much of the early history of the police department was full of stories about enforcement matters involving speeding horse and buggies and pedestrian safety. In this picture, from around 1950, a sign character we called “Sammy Safety,” at the corner of Liberty Street and West Main Street at the railroad tracks, proudly proclaims “No traffic deaths since Sept. 3, 1949. Although I have long since forgotten, oral history used to recite the story of the Sept. 3, 1949 traffic death as a cautionary tale.

Johansson's History


A long time ago....during World War II, aboard the Finland/South American Lines, David Johansson was but a gleam in Chef Birger Johansson's eye. It may however explain young David's early desire to become a restaurateur.

And so the story goes, after twenty years in the Carroll County area, David finally found a home at 4 West Main Street. The rich history of the building was always attractive to David. Having been built 1913, it housed a clothing store and tailor shop until 1940 when it was leased to G. C. Murphy for the next forty years.

In 1980 Terry Burke opened The Treat Shop on the first floor. At that time an antique mall occupied the basement. When the antique mall closed a restaurant called The Cellar Door Johansson's Dining House of downtown Westminster Maryland opened.

With the opening of Cranberry Mall in 1987, The Treat Shop moved its retail operation there and The Cellar Door went out of business.

It was at this time that David Johansson leased the downstairs and opened Champs. When the building became available for sale in 1994, David's dream came full circle and so began construction of Johansson's Dining House. Not long after came the construction of Johansson's Microbrewery.

The Maryland State Police are investigating a child’s death in Westminster


Maryland State Police Investigate Child Death

Westminster Md. – According to information from the Maryland State Police, “Members of the Maryland State Police Homicide Unit continue an investigation into the death of a child in Carroll County.

“The infant is identified as Davion Harrison, 2 months old, of the unit block of Charles Street in Westminster.  Davion was at the hospital when he was pronounced deceased. Davion did not appear to have any outward signs trauma. An autopsy will be conducted to determine the cause and manner of death.”

On Sunday, July 19, 2015, “at around 9:30 a.m., members of the Westminster Police Department responded to Carroll County General Hospital for the report of a deceased infant. 

“The infant was transported to the hospital by his mother who reported the child was provided CPR by a neighbor, but was unresponsive.  Investigators from the Maryland State Police Homicide Unit were called to the hospital at approximately 11:00 a.m. to assist with the investigation.

“Maryland State Police continue to conduct interviews as the investigation continues.”
