Explore Carroll: Municipal league convention is hot spot for meeting, and training, Carroll officials


A seagull chattered away in the parking lot of the Roland E. Powell Convention Center in Ocean City (Md.) as, indoors, hundreds of elected officials gathered for the Maryland Municipal League annual meeting, June 26-29.

Just inside, in the front lobby, Taneytown Mayor Jim McCarron and city administrator Henry Heine; Union Bridge Mayor Perry Jones; Hampstead Mayor Chris Nevin; and Westminster Mayor Kevin Utz and Councilmember Dennis Frazier gathered to compare notes after attending a roundtable forum with state cabinet secretaries.

This year the MML, which represents 157 Maryland cities and towns, is celebrating its 75th anniversary and its annual meeting focused on classes, workshops, lectures, roundtable discussions and seminars that spanned four days, beginning as early as 7:30 a.m. and lasting until 10:30 p.m.

Against overwhelming odds
Next Monday is Independence Day. For someone like me, who grew up in a small agriculture-based country town in the heartland of the birth of our great nation, the holiday has always had a special meaning. I have often wondered why.

Perhaps it is because the Fourth of July is a part of our nation’s collective historic Zeitgeist, which commemorates the shared common experience of a great nation surviving against overwhelming odds.

As I have grown older and my study of history has intensified, the holiday has only grown in stature and meaning.

History is written by the winners and it is often sanitized and romanticized to an extent that the events portrayed by historical accounts, would be unrecognizable by the participants.

This great experiment we call democracy, freedom and America, should have failed any number of times in history and yet we prevail.

After the Declaration of Independence, the Continental Congress, which was only a revolutionary government in formation since September 5th, 1774, immediately set about the struggle to form a national government among states that did not get along, delegates that did not like each other, and regions of the colonies that had diametrically opposed interests.

Carroll County Celebrates its Own History on the Fourth of July

The real meaning of the Fourth in Carroll is steeped in history.

Today, the 4th of July is accepted in modern history as the annual holiday commemorating the formal adoption by the Continental Congress of the Declaration of Independence on July 4, 1776, in Philadelphia.
However, the signing of the Declaration was not completed until August 1776.  The holiday was first observed in Philadelphia on July 8, 1776, at which time the Declaration of Independence was read aloud, city bells rang, and bands played.
On July 9, 1777, The Pennsylvania Gazette wrote, “[…] Friday, the 4th of July inst. being the Anniversary of the Independence of the United States of America, was celebrated in this city with demonstrations of joy and festivity.
“[…]  The evening was closed with the ringing of bells, and at night there was a grand exhibition of fireworks (which began and concluded with thirteen rockets) on the Commons, and the city was beautifully illuminated.  Every thing was conducted with the greatest order and decorum, and the face of joy and gladness was universal.”
Independence Day – the 4th of July was not declared a legal holiday until 1941.
Nevertheless, in many respects, the celebration of the signing of the Declaration of Independence in 1776 “had a profound impact on the lives of the settlers who lived the area that was to become Carroll County,” observed local historian Jay Graybeal in an article he wrote for the Historical Society of Carroll County many years ago...  http://westminster.patch.com/articles/carroll-county-celebrates-its-own-history-on-the-fourth-of-july

People outside the world of local government may not know it even exists, but the Maryland Municipal League is an important group — it’s a statewide advocacy nonprofit that strengthens the role and capacity of municipal government through research, legislation, technical assistance, training and information for members.

It’s also celebrating a birthday this year — the MML was founded 75 years ago in 1936 by Annapolis Mayor Louis N. Phelps.

Phelps’ idea was to create a clearinghouse to help Maryland municipalities obtain funds from the Work Progress Administration (WPA) — part of President Franklin D. Roosevelt's New Deal.

In addition to education and networking, perhaps the MML has been most effective in advocating for municipalities with the Maryland General Assembly.

It may be argued that state budget cuts to municipalities in recent years could have easily caused much more damage to local governments if it had not been for the efforts of the MML working the hallways and offices of Annapolis during the legislative session.
