This years Westminster Christmas parade will be held November 27, 2010.  City of Westminster Recreation & Parks Department HOLIDAY PARADE AND TREE LIGHTING CEREMONY - NOVEMBER 27 AT 5PM - Come celebrate the holiday season in Historic Westminster. Enjoy the seasonal sounds of the Westminster Municipal Band, sing carols, see the awarding of the Mayor's Cup and await the arrival of SANTA!

Westminster plugs into the season with first-ever Holiday Electric Parade

On the evening of Nov. 28, the streets of Westminster will be aglow to greet the holiday season as some 50 floats — each with more than 2,000 lights — travel down Main Street as part of the city's first-ever "Holiday Electric Parade."

The parade is expanding on the Westminster tradition of hosting a Christmas parade, followed by a tree lighting.

The idea of adding the element of an "electric light parade" had been suggested by Eileen Gist, a volunteer, for years, and she's thrilled to see it come to light.
"They call me the 'electric chair,' " Gist laughed.

From midday to night, Nov. 28 will feature a variety of events, starting with a children's carnival in the parking lot off Locust Lane at 1 p.m., and a showing of Laurel and Hardy movies at the Carroll Arts Center at 2:30 p.m.

The Wishbone Mile benefit run will be held at 4:45 p.m., and the Holiday Electric Light Parade will begin at 5 p.m., starting at Pennsylvania Avenue and proceeding down Main Street to Longwell Avenue.

The tree lighting will be held at the conclusion of the parade, at Locust Lane. From there, children and their families are invited to the Westminster Family Fitness Center on Longwell, where the city's Recreation and Parks Department will host "Santa's Treat," a party for children.

Westminster, MD - October 25, 2010 –

This election, Carroll County is going to continue a unique tradition started with the November 2008 election.

Martin Radinsky, Frank Baylor, Kelly Buie, Bob Mitchell, David and Laura O’Callaghan have once again organized the election day food drive during the upcoming Maryland General Election on November 2, 2010 to support Carroll County Food Sunday.

Our goal is, with volunteer support, to have staffed collection boxes at the polling places, respecting all electioneering laws.

The community service event will be conducted in a non-partisan fashion and volunteers will be asked not to engage in political activity while collecting for Carroll County Food Sunday.  We welcome the support from all organizations, political clubs, candidates, and political parties in helping to feed our neighbors in need in Carroll County.

Radinsky said that in November 2008, Carroll County voters filled seven 150-cubic foot containers with donated food.

“We want to build (the food collection effort) into a Carroll County habit for elections in the future,” said Radinsky.  “When and where else in Carroll County are you going to get 50,000 (people) in one place…?  If only half of all the voters in Carroll County brought one can of food each; that’s 25,000 cans of food….”

Radinsky said that every candidate with whom he has spoken has been very supportive of the Carroll County voter food drive.  Hopefully all the candidates will take the opportunity to spread the word.

Election Day is a wonderful day to celebrate being an American.  Bringing along a can of food will help make sure that no one in our community goes hungry.

Carroll County Food Sunday will offer "Community Service Hours" for any student wishing to volunteer their time.

Carroll County Food Sunday distributes from the following county sites - WESTMINSTER: from 10 to 11:15 am and 1 to 2:15 pm, Tuesday through Thursday, and 9 am to 11:30 am, Saturday at 10 Distillery Drive (ground floor). TANEYTOWN: from 9:30 to 11:15 am, Thursday at St. Joseph's Catholic Church, 44 Frederick Street. SYKESVILLE: from 10 am to noon, Wednesday at St. Joseph's Catholic Church, Freedom Avenue and Liberty Roads. This organization is run by volunteers, and is always in need of additional volunteer help. Donations of money and/or food are gladly accepted.

Carroll Community College Adult Education Diploma Recognition Ceremony


The Third Annual Carroll Community College Adult Education Diploma Recognition Ceremony was held on Sunday, Oct. 24, 2010

On October 24, Carroll Community College held a recognition ceremony which celebrated the accomplishments of students who received their high school diplomas as a result of participating in the college’s Adult Education Program.

The third annual ceremony was held on Sunday, Oct. 24, 2010.

Graduates receive their diplomas upon completion of the National External Diploma Program (NEDP) or GED Tests.  The annual ceremony celebrates this achievement.

Comprehensive Plan

What is the purpose of the Comprehensive Plan?

The Comprehensive Plan is a master long-range plan intended to guide the growth and development of Westminster. The plan includes inventory and analytic sections leading to recommendations for the community's land use, economic development, housing, transportation, community facilities, water resources, urban design and resource allocation: all related to the community's goals and objectives.

What is the 2009 Comprehensive Plan?

The 2009 Comprehensive Plan is a document that can be used as an everyday tool for the City of Westminster administration. The public, local officials and City staff can refer to the 2009 Comprehensive Plan to not only better understand the community vision for the future but to also understand how planning can facilitate creating that vision.

The 2009 Comprehensive Plan embraces the principles of Smart Growth, and the State of Maryland’s 12 State planning visions, to serve as guidelines for future growth and development. The plan also gives recognition to Westminster’s partners in State, County and local organizations and agencies. As a small city, Westminster depends on these partnerships to build a sustainable and vibrant community.

Why did we update the Comprehensive Plan?

The State of Maryland requires comprehensive plans to be updated every six years. The 2009 Comprehensive Plan Update began in October 2007 followed by the coordination of the first Westminster resident survey in the summer of 2008. The City hosted a series of community workshops in the fall of 2008 that offered residents the opportunity to voice their ideas about the future of their community. In the winter of 2009, the planning staff combined the results of the survey and the feedback from the workshops, to create the 2008 Community Vision Report. This report served as the base of the Comprehensive Plan Update process. Each element in the 2009 Comprehensive Plan begins with a description from the 2008 Community Vision Report.

The City of Westminster 2009 Comprehensive Plan was adopted on September 28, 2009.

... on Nov. 2, along with your vote, please bring along a can of beans, or soup -- or even marinated asparagus spears -- to take along with you to the polls.

This election, Carroll County is going to continue a unique tradition started with the November 2008 election.
It's a humanitarian effort of neighbor helping neighbor that, to the best of my knowledge, is a one-of-a-kind initiative in the nation.
One of the things that make Carroll County special is that no matter how many changes occur over the years, we always maintain our priorities by looking out for one another.
This year, Martin Radinsky, Frank Baylor, Kelly Buie, Bob Mitchell, David and Laura O'Callaghan have again organized the Election Day food drive to support Carroll County Food Sunday. Volunteers will beat polling places throughout the county to collect the nonperishable canned goods.
Last week, Radinsky said that in November 2008, Carroll County voters filled seven 150-cubic foot containers with donated food. In an interview with Radinsky back in 2008, he said he wanted "to build (the food collection effort) into a Carroll County habit for elections in the future."

Mental Health and Disability Awareness Fair at Carroll Community College

Twenty-four mental health and disability agencies and activities were represented at the Carroll Community College Mental Health and Disability Awareness Fair.  The Fair was held for students, faculty, and staff on Oct. 20, 2010 in the college’s Babylon Hall.  Community members also attended the event.

The Carroll County Community Mediation Center (CCCMC) celebrated Conflict Resolution Day at Carroll Community College  on Thursday, Oct. 21, 2010 from 10:30 a.m. 12:30 p.m. in the Great Hall. The CCCMC operates under the auspices of Carroll Community College. Exhibitors and area experts staffed displays and answered questions from students, faculty, and staff about peaceful conflict resolution.
