Dear Truck Dude,

You were the one on 15th Avenue about two weeks ago on a Friday. I pulled up behind you around Karluk Street. I had a headache. You had plastic man parts hanging from your tow hitch.

It might not have bothered me, as I have seen this kind of thing before, but it wasn't just you, it was also the dude next to you. And so I was trapped, staring into a vortex of swinging truck junk until the light changed.

My aching brain filled with one alarming thought: Is this going to be a trend now?

I mentioned your bumper ornament to a coworker a few days later. He said, "Oh, you mean TruckNutz." And so I Googled. It was a trend. The Nutz, which are widely available online, became a big thing last year during the presidential election after someone suggested Barack Obama get some so he could better relate to rural America. And a few states moved to ban them from the roads. They were kind of 2008, but like every other thing that becomes a thing Outside, it appeared they were catching on here 2000-late.

Maryland State Police: State officials announce silver alert plan

STATE OFFICIALS TO ANNOUNCE IMPLEMENTATION OF SILVER ALERT PLAN FOR MISSING SENIORS WITH COGNITIVE DISORDERS

(Silver Spring, MD) - State Police Superintendent Colonel Terrence Sheridan will be joined by Delegate Benjamin Kramer, Senator Rona Kramer, Department of Human Resources Secretary Brenda Donald, MEMA Director Richard Muth, and other officials, as well as residents of the state’s largest senior community, to unveil Maryland’s new “Silver Alert” plan. The new notification system for critically missing seniors with cognitive disorders becomes law October 1st.

Event displays will include a Maryland State Police bloodhound team that would be part of a search for a critically missing senior, as well as a State Highway Administration message board representing the roadway signs that will be used to alert motorists. The event will be held at Leisure World, home to thousands of Maryland’s senior citizens, some of whom are expected to attend the event.

WESTMINSTER CITY DISCUSSES BUDGET CUTS

Westminster, MD -“These are challenging financial times for municipal governments,” stated city of Westminster mayor, Kevin Utz. “We are two months into the 2009 fiscal year and are now faced with a reduction of over $800,000 in our state revenue projections. A bad financial picture just got worse.”

The State Board of Public Works approved a package of budget cuts last week that included a 90% reduction in Highway User Revenues to local jurisdictions. The City had budgeted $747,850 and will instead be receiving $74,785. In addition, they reduced the State Aid to Police funding from $392,040 to $254,826, a reduction of 35%.

“In a General Fund with $13Million in total revenues, this is a 6% cut. With a cut of this magnitude we are looking at a variety of options to bring our budget into balance,” continued Mayor Utz, “including eliminating services or programs, cancelling capital projects and equipment purchases, examining the take home vehicle program, freezing employee salaries and benefits—everything is on the table for discussion.

A hiring freeze has already been implemented and we do not expect to fill any vacant positions. No new projects or programs beyond those already funded will be implemented.

Unfortunately, we expect that further cuts will be needed after the revenues are projected again in December and FY2011 looks to be even bleaker. I will be working with state, county, and municipal government partners, as well as the Maryland Municipal League to seek solutions to this problem.”

For the past two fiscal years, the financial picture has been deteriorating for local governments, with reductions in revenues from the housing sector, transportation, and property tax assessments to substantial increases in utility costs, gasoline costs, and health care. Unfortunately, at the municipal level, government provides basic quality of life services—and when these services are reduced, citizens suffer.

To cope with the reduced revenues and increased costs, the City of Westminster instituted staff lay-offs, postponed the street repaving project and increased the employee share of health benefits in FY2009. Merit increases and cost of living adjustments were eliminated and a new health care plan and provider were implemented in the FY2010 budget. City of Westminster

This month is the 110th anniversary of the dedication of The Manchester Fire Engine and Hook and Ladder Co. No. 1 fire hall. The dedication, Sept, 2, 1899, was the scene of a community celebration. The fire company is part of a storied history of Manchester, whose roots go back as far as the 1730s.

Julia O'Malley writes a general interest column about life and politics in Anchorage and around Alaska. She grew up in Anchorage and has worked at the ADN on and off as a columnist and reporter since 1996. She came back full time as a reporter in 2005.

As a reporter, she covered the court system and wrote extensively about life in Anchorage, including big changes in the city's ethnic and minority communities.

In 2008, she won the Scripps-Howard Foundation's Ernie Pyle award for the best human-interest writing in America. She has also written for the Oregonian, the Juneau Empire and the Anchorage Press.

This month marks the 110th anniversary of The Manchester Fire Engine and Hook and Ladder Co. No. 1 fire hall, which was dedicated Sept. 2, 1899, in a community-wide celebration.

The fire company is part of a storied history of Manchester that goes back hundreds of years, even before the German and English settlers first appeared on the scene in the early 1700s.
