The Philanthropists of the Year Program showcases the wonderful giving spirit of Carroll County, past, present, and future

On Wednesday, September 27, 2023 the Community Foundation of Carroll County will present the fifteenth annual Carroll County Philanthropists of the Year Awards program. The event annually recognizes the winning adults, youth, families, businesses and nonprofits that exemplify the spirit of giving through consistent, generous levels of financial support along with volunteer leadership for community programs and projects.

The Community Foundation is an umbrella organization that facilitates philanthropic activities across Carroll County, The foundation, established in 1994, manages approximately $8 million dollars in endowments, operating funds, scholarships, and programs, for non-profit organizations. The foundation provides the legal and financial underpinnings to more than 320 projects, which are referred to as “Funds.”. The foundation manages the various administrative matters so the “Funds” themselves can concentrate on making a difference in the community.

According to information provided by the Community Foundation spokesperson, Sharon Tillman, the Class of 2023 “What Keeps You Growing” recognizes achievements in four categories: Living Legacy; Rooted in the Community; Rising Star; and the Fund-nominated as BFF.

This year the event will be held at the Carroll Arts Center, located at 91 East Main Street, Westminster, MD 21157 - on Wednesday, September 27, 2023 beginning at 5:00 pm. All proceeds benefit the Community Foundation’s “Audrey Cimino Legacy Fund.”

According to Tom Beyard, vice president and a member of the Board of Directors of the Community Foundation, the Community Foundation will honor four great citizens and organizations from the Carroll County community including: Diane Jones, who will be honored with the “Living Legacy” award for positively impacting the lives of thousands of Carroll County children through music.

“Action for Kindness” will be awarded the “Rising Star” award for promoting the message of kindness through words and art in the community with their “Be Kind” theme.

Rita’s Closet and the Rita Medeiros Scholarship will be given the “Rooted in the Community” award for their work in supporting young women in need who embody Rita’s spirit; and former Westminster Mayor Joe Dominick will be given the “Best Friend Forever” award for his support of the Ellsworth Cemetery project and the committee’s restoration efforts.

Jones is the artistic director emeritus of the Children’s Chorus of Carroll County. According to Tillman, Jones “has positively impacted the lives of thousands of Carroll County children through music, performance and travel. Her legacy lives on through the many alumni, volunteers, and current members of Children’s Chorus…” Jones is an “adjunct faculty at McDaniel College. As artistic director of Children’s Chorus of Carroll County, she established the chorus’ structure…”

The winner of the “Rooted in the Community” award, Rita’s Closet and the Rita Medeiros Scholarship, was established in 2012. Tillman reports that “more than $190,000 has been raised by Rita’s Closet. In 2023 eight - $1,000 scholarships were awarded to Carroll County young women who embody the spirit of Rita Medeiros; one at each Carroll County public high school.

“Even though Rita Medeiros passed away at the young age of 16, her light shines on through Rita’s Closet. Rita had just purchased her prom dress from DeMario Bridal and Formal when she died in a vehicle crash with her dress still in the back of the car. Tamara Medeiros, Rita’s Mother, was so proud of the many lives Rita touched and hoped to continue that with the scholarship fund and Rita’s Closet… Rita’s Closet gives away free dresses to those that can’t afford them and sells gently used gowns at a discounted price to fund the scholarships…”

“Action for Kindness” has earned the “Rising Star” award. Tina Smetana Thomas, and Eric Hyde Mille spearhead the “Infinite Love Project,” which serves as an umbrella organization for “Action for Kindness.” This initiative, based in Westminster, has helped define who we are as a community.

According to Tillman, “Action for Kindness supports individuals, groups, and organizations with funding for activities that share and promote the message of kindness through words and art in the community…” The project’s ubiquitous and omnipresent ‘Be Kind’ signs have become a nameplate for Westminster and Carroll County.

Dominick was nominated by the Ellsworth Cemetery Fund advisory group to be the recipient of the Best Friend Forever. According to the advisory group, “For over two years, Joe has been supportive of the committee’s restoration efforts. Specifically, his company, Gauge Media, donated a logo design and complete website for the cemetery. Because of their work, there is a location to share all the information and research, as well as stories, videos and photos of the restoration…”

Dominck “helped to secure a $1000 ‘Hey Westminster’ grant that was instrumental in securing another grant. The Hey Westminster grant funded and produced a high-quality video about the cemetery and restoration efforts.”

Dominick “suggested applying for annexation to the City of Westminster, highlighting that the annexation would allow Ellsworth Cemetery to join the Heart of the Civil War Heritage Area. Joe introduced the committee to attorney Kelly Shafer and surveyor Marshall Green for the project who both offered their services pro bono. Joe has been consistently helpful, including as an advisor, and has truly served as this Fund’s Best Friend Forever!”

 Obituary for John W. Huber Jr. April 22, 1953 - August 23, 2023

 John W. Huber, Jr., age 70 of Milton, DE, passed away peacefully after a short battle with cancer, on Wednesday, August 23, 2023, at Delaware Hospice Center. He was born on April 22, 1953, in Olney, MD, son of Eleanor Huber of Westminster, MD and the late John W. Huber, Sr.

 John graduated from Westminster High School, Class of 1971. He was a brick and stone mason by trade and dedicated many years to his career. An avid outdoorsman, John loved to hunt and fish. His green thumb was evidenced by his beautiful gardens and meticulously kept yard. John had a true passion for studying Civil War history and spent many years participating in several reenactments. He was a talented artist who was always sketching, and one could always find his drawings laying around, left like surprise gifts. He was a lover of all animals and truly enjoyed the many creatures in his care. John had an incomparable sense of humor; he relished playing jokes and pranks and had a way of teasing that was always good natured. He was a loving and devoted husband, father, Daddy John, and friend who will live on forever in our hearts and memories.

 John was preceded in death by his father, John W. Huber, Sr.; and his brother, Walter Huber. In addition to his mother, he is survived by his beloved wife of 40 years, Barbara Marsh Huber of Milton, DE; his children: Zachary Ward (Lisa) of Manchester, MD, and Lauren Shahan (Lee) of Hartly, DE; his stepchildren: Billy Hocker (Annie) of Rehoboth Beach, DE and Beth Wright (Jevon) of Gainesville, VA; his grandchildren: Kylie, Jaxson, Will, Jaylen, and Jace; his sister, Pamela Huber Schaeffer (Noah) of Westminster, MD; his brother, Bruce Huber (Teresa) of Westminster, MD; his niece, Heather; and many other nieces, nephews, extended family, and close friends.

 A visitation will be held on Friday, September 8, 2023, from 4:00 PM until 6:00 PM, at Parsell Funeral Homes & Crematorium, Atkins-Lodge Chapel, 16961 Kings Highway, Lewes, DE.

 In lieu of flowers, the family requests memorial contributions to Delaware Hospice, 100 Patriots Way, Milford, DE 19963.

First responder drill Tuesday July 25, 2023

Tuesday, July 25, 2023 Training event at Cranberry Station Elementary and Winters Mill High School.

Westminster Md. - On Tuesday, July 25, 2023 there will be first responder training event from 7 a.m. to 2 p.m. at Cranberry Station Elementary School. Winters Mill High School will also be utilized during the exercise.

The purpose of the exercise is to test each of the participating agencies’ emergency protocols for school critical incidents.

It is a drill. The exercise will be conducted in the area of Gorsuch Road and Center Street in Westminster. All roadways will be open to traffic. However, motorists may observe emergency vehicles during this time.

The training will involve the Carroll County Public School System, the Sheriff’s Office, the Department of Public Safety, and the Department of Fire and Emergency Medical Services. 

Cranberry Station Elementary School will be closed to the public for business during the day of the exercise.

Update 11:30 p.m. - 12 hours into the incident. No decision has been made as to when the eastbound lanes of Rte 140 can be reopened. Work continues on the repairs to the 6-inch gas line that was damaged by a highway guardrail contractor at Rte 140 and Littlestown Pike at the west end of Westminster. 

Earlier in the day about 50 BGE employees and 20 pieces of BGE emergency response pieces of equipment, in addition to a large response by the Maryland Department of Transportation. 

Hours and hours of work must be completed on the damaged pipe before enough information is available in order to make a decision as to when the roadway eastbound can be reopened. 

Weighing heavily in the decision process are the recent number of workers killed and injured while working on roadways. Sadly today, there were a number of incidents reported of drivers traveling at high rates of speed near first responders at the staging areas.

Please continue to avoid the area. Please drive safely. We want everyone to come home to their families when the emergency operations have been completed. 

Update 7:45 p.m. 24Jy2023 Westbound traffic on Rte 140 has just been reopened. However eastbound traffic on Rte 140 will be closed for many more hours. Updated at 1600 hours 4 p.m. Four hours into the incident. Repair work by BGE continues on the gas line struck by a highway guardrail contractor at Rte 140 and Littlestown Pike. Please continue to avoid the area. Traffic will continue to be disrupted for an undetermined length of time.

Gas line struck - Rte 140 and Littlestown Pike Monday, July 24, 2023 2:15 p.m. -  Late Monday morning, the Carroll County Emergency Communications Center was first alerted at 11:26 a.m. for a reported gas line struck on College View Blvd, at the intersection of Rte 140 and Littlestown Pike, according to Westminster Fire Department spokesperson Kevin Dayhoff. 

The Westminster Fire Department responded. WFD Capt. Corey Milewski assumed command. Upon arrival preliminary information indicates that a contracting crew was on scene installing guard rails when a gas line was struck.

Westminster City Police and Public Works, Maryland State Police, MD State Highway Administration, as well as units from the Reese Fire Company,  Frederick and Howard Counties, and allied mutual aid agencies also responded to the incident, in addition to the Westminster Fire Department and BGE. 

Eastbound and westbound traffic on Rte 140 was immediately halted. Repair crews form BGE arrived on scene at 12:55 p.m.  as a precaution, the electric was shut off for six adjacent houses in the neighborhood close to the gas line break.

Traffic on Rte 140 will be disrupted for an indefinite period of time. Motorists and citizens should avoid the area.

There are no reported injuries at this time.

This spring three Westminster Common Council seats are up for election on May 9, 2023. Westminster council members serve four-year terms. The seats are currently held by council members Kevin E. Dayhoff, Ann Gilbert, and Gregory Pecoraro.

For this election in Westminster, four candidates have filed for the non-partisan election. All three of the incumbents, Kevin E. Dayhoff, Ann Gilbert, and Gregory Pecoraro, would like to be re-elected. One challenger, Scott Willens, has filed.

Biographical information: Name, age, occupation, election experience:

Kevin E. Dayhoff, 69.

Occupation - Profession: Writer and artist; 19-years as a newspaper reporter – since 2004; fire, police and military chaplain; and retired farmer - 25 years farming 1974-1999. Two years of college in which I concurrently served in the Marine Corps Reserves 1971-1973. 

Election experience: 

Ten-years as Westminster elected official. I served as the Westminster mayor from 2001-2005. I served as a council member from 1999-2001 and 2019-present. I have served as a state, county and local government appointed official in various agriculture and environmental capacities since 1978. I served on the Maryland Municipal League Board of Directors annually for five consecutive years, from June 2000 to May 2005. It is a statewide election in which one is elected by other municipal elected officials. 

Why are you running?

I would like to take another turn working for the community with the Westminster staff and elected officials. It has been an honor to serve the last four years with Councilmembers Ann Gilbert and Greg Pecoraro. Along with Mayor Mona Becker, Councilmembers Dan Hoff, and Tony Chiavacci - we have a unique opportunity to take Westminster to that next step into the future and I would like to be a part of that.  I am a Westminster native. I love Westminster. I know the community, its citizens, its history, and traditions – and have a keen eye for some future changes. I offer experience, energy, accessibility, vision, a fresh perspective, new ideas, along with fiscally prudent and socially responsible leadership. I am convinced I can make a contribution and make a positive difference. 

What is the most important issue in Westminster? 

Complexity – the ever-increasing complexity of governance and business. It seems like nothing is simple anymore. We must re-imagine customer service, approaches in communication, and re-invent the delivery of municipal goods and services. In Westminster, we are meeting all these challenges, however complexity is a constant concern.

Evolving federal and state mandates, judicial decisions, changing zoning dynamics, complicated information dissemination systems, the evolution of service delivery performance evaluations, and macro-economic challenges complicate the everyday delivery of municipal services. Everything takes an incredible amount of time, costs a great deal more, and necessitates the increased time management requirements of staff.

Whether it is the need to replace our old parking meters which have hardly changed since the late 1940s, strengthening and enforcing our property maintenance codes; upgrading and maintaining aging infrastructure, updating our zoning and parking regulations, or helping a business to get established, it is frustrating to not be able to keep the ball moving to the finish line in a timely manner. 

Add to this mix the challenges of addressing the recruitment and retention of highly qualified employees – especially police officers. Of special note is the new era of employee benefits. The evolving workplace also increasingly complicates human resources operations. This, in particular, impacts the retention and recruitment of public works employees and Westminster police officers. Record inflation, new mandates and regulations, wage and price pressures, economic volatility, and international and national current events continue to increase the complexity of governance and cause additional impediments in the retention and recruitment of highly qualified employees. 

What is the best way for Westminster to work with community partners such as McDaniel College and MAGIC?

The best way for Westminster to work with community partners such as McDaniel College, MAGIC, the Carroll Arts Center, Carroll County government, the Chamber of Commerce, Carroll Hospital, Carroll Community College, the Carroll County Sheriff’s Office, our Delegation to Annapolis and our other civic partners, is to meet and network frequently. It is important to designate one or two individuals to maintain a direct liaison with each of our partners. We do this well with a group of talented directors, and Westminster’s council committee-driven form of deliberative government.  

Fortunately, our community is currently benefiting from having some of the best talent in history to have leadership positions in these various civic partners. Individually and collectively the elected leadership and staff of the City of Westminster genuinely enjoys working with our partners including McDaniel President Dr. Julia Jasken, MAGIC Executive Director Graham Dodge, the Carroll County Board of Commissioners and our Delegation to Annapolis, Mike McMullin, the president of the Carroll County Chamber of Commerce, Carroll Hospital president Garrett Hoover, Carroll Arts Center Executive Director Lynne Griffith, the president of Carroll Community College Dr. James Ball, Carroll County Sheriff Jim DeWees, and State’s Attorney Haven Shoemaker.

What is your assessment of zoning in Westminster? Would you advocate for changing it or leaving it the same?

This is not our grandmother’s Westminster, and it is imperative that we thoughtfully and deliberately upgrade and update our legacy zoning and parking regulations that date back to November of 1979. I especially dislike Euclidean zoning and look forward to more overlay zones and increasing the ability of the Westminster planning staff to use administrative adjustments in order to apply common sense solutions to an ever-changing business and housing environment.  

What resources should be available to new businesses in Westminster and how rapidly should Westminster be developing? 

Recently we have added some exceptional talent to the Westminster Department of Planning and Community Development. The recent election of Westminster Councilmember Dan Hoff has also been quite helpful. Mr. Hoff has years of business experience and served for many years on the county planning and zoning commission. 

The City of Westminster also benefits from the fact that three of the current six council members are self-employed and own small businesses. Add to this some new approaches to communications and service delivery, such as providing our business and residential customers with checklists and information pamphlets to aid in navigating the complexity of municipal, county, state and federal regulations, will go a long way to help stimulate a strong economic development vibe for the city. How rapidly Westminster grows will be constrained by market forces and by the availability of finite amounts of water allocation.
