Richard N. Dixon Sworn Into Office
Community Reporter, December 11, 1970.
Richard N. Dixon, 32 years of age and the first black to
assume a post on the Carroll County School Board, was sworn into office last
week.
His appointment was unexpected as his name was not on the
list submitted by the Carroll County School Board Nominating Federation or the
list of the Democratic Central Committee.
Governor Mandel announced his appointment on November 19.
Dixon attended Carroll County schools and graduated from Morgan State College
in 1960.
He served as a Captain in the U.S. Army and is an investment
broker in Baltimore. He and his family reside in Westminster where his two
young daughters attend school.
