Carroll County Public Schools Superintendent Stephen Guthrie was named Maryland Superintendent of the Year by the Public School Superintendents’ Association of Maryland on Thursday, October 30, 2014. The selection of the Superintendent of the Year was made by a committee of his peers. The announcement was made at the annual Maryland Negotiation Service Awards Banquet held in Ocean City, Maryland.

Guthrie is currently serving in his fifth year as Superintendent of Carroll County Public Schools. He was appointed to a four-year term beginning July 1, 2010 and was reappointed to a second four-year term beginning July 1, 2014.

In a letter of support for the nomination, the members of the Board of Education of Carroll County stated that Guthrie never wavers in his leadership and advocacy for students and schools. Furthermore, the Board commended Guthrie for his ability to lead the school system through challenging economic times while always putting students first and striving to preserve the classroom learning environment. The Board also recognized Guthrie’s efforts to develop a five-year organizational plan, Vision 2018: Focus on Excellence, for system improvement.

According to Board president Virginia Harrison, “We are proud of our school system, which reflects Mr. Guthrie’s leadership as Superintendent of Schools. He earns the respect and confidence of staff, elected officials, and community leaders through his diligence, dedication, and trustworthiness.”

Jean Lewis, President of the Carroll County Maryland NAACP, in her nomination cited Guthrie for working closely with the organization and community leaders from the start of his tenure. As a result of that outreach, Carroll County and the school system have made great progress on many important issues and have established a solid foundation for continued improvement.

Lewis also recognized Guthrie for placing a strong focus on the achievement gap, recruitment and retention of a diverse workforce, and building cultural proficiency. “In Superintendent Guthrie, we have found a true partner who is concerned about the social and educational development of all children in our community. He is a dedicated and devoted public servant who cares about our community and is a man of integrity who honors his word.”

Guthrie holds a Bachelor of Science in Secondary Education, Social Studies from Lock Haven University, a Master of Science in Education from McDaniel College, and a Master of Business Administration from Frostburg University.

Guthrie began his career in 1978 as a classroom social studies teacher in California. In 1981, he taught for one year in Pennsylvania before coming to Carroll County, where he was a teacher and later a school counselor. Prior to his current position as Superintendent, Guthrie also served as Director of Human Resources and Assistant Superintendent of Administration for Carroll County Public Schools.

Throughout his career, Guthrie has been engaged in multiple approaches to education through leadership activities, teaching at the higher education level, and authoring professional articles related to public school education.

Guthrie currently serves as the President of the Public School Superintendents’ Association of Maryland. He is the first Carroll County   superintendent to hold this office.

Other professional memberships include the Professional Standards for Teachers Education Board, for which he served as Parliamentarian, and the Local Management Board. He also is a member of the Governor’s PK-20 Council. In addition, Guthrie served as Regional Director of the Maryland Negotiation Service and Section Director for the Association of School Business Officials. In addition to these memberships, Guthrie has served on multiple community-based organizations, including the Carroll County Community Media Center and Carroll County Rape Crisis Intervention Services, both of which he served as Vice-President.

Guthrie was employed for ten years in the education department of McDaniel College where he held the title of Adjunct Instructor and was later promoted to Visiting Professor. He also worked as an evening counselor for five years at Carroll Community College where he taught several courses and served as a Guest Lecturer at Stevenson University.

Throughout his career, Guthrie has authored and co-authored many professional articles on various topics related to public school education and has served on countless task forces and committees both in Carroll County and in Maryland. He also has been a frequent speaker at statewide and national conferences on education issues.

In his application for this prestigious award, Guthrie placed an emphasis on the process to establish the Vision 2018 organizational plan to define priorities and guide the operations of the school system for the next five years. He is particularly proud of the fact that the plan was based on input from all segments of the community and that it reflects the community’s commitment to education and the school system.

Upon accepting the award, Guthrie said, “I am thrilled to be selected among my fellow superintendents as Superintendent of the Year. Although I am the person accepting this award, it is truly a reflection of the efforts and commitment of the students and staff of Carroll County Public Schools and the support of a community that values our school system.”

As Maryland Superintendent of the Year, Guthrie will represent Maryland in the 2015 National Superintendent of the Year program, which is coordinated by the American Association of School Administrators.

Westminster, Md., Oct. 28, 2014—Carroll Community College (Carroll) will celebrate the Inauguration of the college’s third president, Dr. James D. Ball, on Friday, Nov. 7, 2014 in the theater. Invited guests include members of the board of trustees, faculty and staff, elected officials and dignitaries, presidents and emissaries from colleges across Maryland, community supporters, and friends of the college. 

“A college president’s Inauguration is a humbling event; and, it is one of great importance to the college,” said  Ball. “Most importantly, this is a day to celebrate the college, our mission, and our students, faculty and staff. It is a day to reaffirm Carroll’s contributions to enhancing the quality of life in our fair county. I am truly proud and honored to be the president of such an exceptional institution of higher learning.”

The event will be marked by formal greetings from internal and external constituents, musical interludes, a formal installation ceremony and remarks by the president. Additional inaugural events prior to and after the ceremony include a celebration by students, as well as visual arts exhibits, theatrical and musical performances, showcases of student work and other specially-designated events on campus.

Ball became president on July 1, 2014. He has over thirty years of progressively responsible experience in the community college setting, including 18 years as a senior level executive. He has extensive academic and administrative background at Carroll. Ball is the former vice president of Academic and Student Affairs and dean of the faculty at Carroll, a position he held since 1999. His expertise includes academic and student affairs administration, curriculum development, technology planning and integration, faculty and staff development, strategic planning, budget development/administration, facilities planning and development, fundraising, accreditation processes and policy development.

Prior to joining Carroll in 1999, Ball was vice president of student services at Howard Community College in Columbia, Md. He is also a former assistant vice president and dean of instruction at Howard, as well as director of adult and evening services and assistant professor of psychology there. Ball is also a former adjunct professor at the Morgan State University Doctoral Program in Community College Leadership. Ball holds an Ed.D in Higher Education Administration from Virginia Polytechnic and State University and a Certificate of Advanced Graduate Studies in Higher Education Administration from the same university. He has an M.Ed. in Counseling and Student Services/Psychology and a BS in Education with a minor in psychology from North Texas State University (now University of North Texas).


“I look forward to the challenges and successes that lie ahead for Carroll as higher education continues to evolve and meet the needs of students from all backgrounds and walks of life,” said Ball.

Board of Public Works Approves Funding for Taneytown Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade project – Carroll County

Board of Public Works Approves Funding for Clean Water and the Chesapeake Bay
Grants and loans will reduce pollution, improve wastewater infrastructure 

BALTIMORE, MD (Oct. 29, 2014) - The Maryland Board of Public Works approved more than $173 million in funding today for projects to upgrade wastewater treatment plants, improve sewer infrastructure and restore and stabilize streams. The Board is composed of Governor Martin O’Malley, Treasurer Nancy K. Kopp and Comptroller Peter Franchot.

“Projects such as these are an important part of our effort to improve Maryland waterways, including the Chesapeake Bay,” said Governor O’Malley. “These projects reduce pollution and protect the environment and public health while creating jobs for more Marylanders.” 

The following funding was approved:

Back River Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade project – Baltimore County, Baltimore City 
Further funding totaling $146,259,867 – a $72,103,000 Water Quality State Revolving Loan and a $74,156,867 Bay Restoration Fund Grant, in addition to a previous $141,000,000 Bay Restoration Fund Grant, to Baltimore City will help fund the Back River Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade project. The project entails the planning, design and construction of Biological Nutrient Removal (BNR) and Enhanced Nutrient Removal (ENR) facilities at the 180 million gallon per day Back River Wastewater Treatment Plant. After the upgrades, the facility will reduce its nitrogen discharge by 67 percent, significantly reducing the amount of nutrients discharged to Back River and ultimately the Chesapeake Bay. The plant is currently achieving phosphorus discharge levels that are better than the Enhanced Nutrient Removalgoal. Excessive amounts of nutrients such as nitrogen and phosphorus lead to lowered levels of oxygen needed to support aquatic life in waterways, including the Chesapeake Bay. Enhanced Nutrient Removal upgrades of the state’s major wastewater treatment plants are a critical component of Maryland’s Phase II Watershed Implementation Plan.

Gwynns Falls (Southern) Sewershed Improvements, Low Level Sewershed (Eastern) Sewer Improvements and Outfall Sewershed Sewer Improvements projects – Baltimore City
Loans totaling $21,724,000 from the Water Quality State Revolving Loan Fund to Baltimore City will help fund the Gwynns Falls (Southern) Sewershed Improvements, Low Level Sewershed (Eastern) Sewer Improvements and Outfall Sewershed Sewer Improvements projects. The project entails planning, design, and construction of improvements to correct deficiencies in the sewersheds, including replacement and rehabilitation of sewers, improvements or upgrades to existing pump stations to reduce infiltration and inflow, point repairs to lines and manholes, disconnection of illegal connections and new sewers for additional capacity. This is a continuation of Baltimore City's efforts to prevent sanitary sewer overflows as required by the Consent Decree initiated by the Maryland Department of the Environment and the U.S. Environmental Protection Agency, and the City’s own initiatives on infrastructure rehabilitation. 

Taneytown Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade project – Carroll County
A $4,986,494 Bay Restoration Fund Grant to the City of Taneytown will help fund the Taneytown Wastewater Treatment Plant Enhanced Nutrient Removal Upgrade project. The project entails the planning, pilot testing, design and construction of Enhanced Nutrient Removal upgrades at the 1.1 million gallon per day Taneytown Wastewater Treatment Plant.  After the upgrades, the facility will reduce its nitrogen discharge by 63 percent and its phosphorus discharge by 85 percent, significantly reducing the amount of nutrients discharged to the Monocacy River and ultimately the Chesapeake Bay. Excessive amounts of nutrients such as nitrogen and phosphorus lead to lowered levels of oxygen needed to support aquatic life in waterways, including the Chesapeake Bay. Enhanced Nutrient Removal upgrades of the state’s major wastewater treatment plants are a critical component of Maryland’s Phase II Watershed Implementation Plan.

West Boniwood Turn Drive Streambank Stabilization project– Prince George’s County 
A $159,800 Water Quality State Revolving Loan Fund Green Grant to Prince George’s County will help fund the West Boniwood Turn Drive Streambank Stabilization project. This project entails the stabilization of approximately 200 linear feet of severely eroded stream channel along Butler Branch Stream. The work includes construction of wood and rock weirs, installation of rip rap, planting of native trees and shrubs and implementation of other natural features.

The Pyles Drive Stream Stabilization project– Prince George’s County
A $145,900 Water Quality State Revolving Loan Fund Green Grant to Prince George’s County will help fund the Pyles Drive Stream Stabilization project. The project entails stabilization of approximately 600 linear feet of severely eroded stream channel. The work includes construction of wood and rock weirs, installation of rip rap, planting of native trees and shrubs and implementation of other natural features.

Kenny Road Stream Restoration project– Prince George’s County
A $92,000 Water Quality State Revolving Loan Fund Green Grant to Prince George’s County will help fund the Kenny Road Stream Restoration project. The project entails stabilization of approximately 124 linear feet of severely eroded stream channel with green infrastructure practices designated to restore or establish riparian buffers, bioengineered stream bank protection, steep pools in the stream and other natural features.

Regency Village Stream Restoration project– Prince George’s County 
A $70,000  Water Quality State Revolving Loan Fund Green Grant to Prince George’s County will help fund the Regency Village Stream Restoration project. The project entails stabilization of approximately 140 linear feet of severely eroded stream channel. The work includes construction of step pools in the stream, installation of rip-rap, planting of native trees and shrubs and implementation of other natural features.  These improvements will restore and establish riparian buffers and control surface and subsurface hydrology to reduce erosion and sediments and nutrients in the stream.

Carroll County history and community reporter Kevin E. Dayhoff has been a freelance writer and artist since 1971. In addition to Westminster Patch, he currently contributes to several publications, including several online media sites. In 2009 he won a Maryland Delaware DC Press Association award for editorial critical thinking for an investigation into a racial incident involving a Carroll County school board member. In 2006, he was recognized by George Washington University for authoring one of the top 12 Maryland and Virginia political websites. He served as the mayor of Westminster from 2001 to 2005 and as a Westminster city councilman from 1999 to 2001. He was a self-employed nursery stock farmer, landscape designer, property management consultant, and freelance technical writer from 1974 to 1999. He served as a statewide elected member of the Maryland Municipal League Board of Directors 2000 to 2005. He is currently a member of the Society of Professional Journalists, Capitol Beat - Association of Capitol Reporters and Editors, a Silver Life member of the NAACP, and serves on the executive board of the Carroll County NAACP. Kevin Dayhoff has served as the chaplain of the Westminster Fire Engine and Hose Co. No. 1 and the Maryland Troopers Association Lodge #20, since January 1, 2011. He also serves as a member of the church council at Grace Lutheran Church in Westminster. It is believed that several branches of his family have believed in what we now know as Carroll County since the 1600s. Not long ago most downtowners thought "improving parking" meant getting more spaces, or getting free parking, or hopefully getting both.

Today many downtowners -- and all downtown planners and parking experts — know that there is far more to it than that.  I have been involved in more than one downtown where they had, in fact, excess parking, but business was still bad.  How does that happen?  Bad locations, poor rate and hour structures, careless maintenance and sloppy operations, long walking distances, hidden parking and many other factors can cause it.

A really good parking system consists of just the right number of parking spaces, strategically located relative to destinations, set up to serve both short-and long-term parking, priced right (not always free) and operated expertly.

This is not a cookbook showing how to get more parking.  That topic is addressed.  But more important, this book is designed to tell downtowners:

*  How to think right about downtown parking
*  How to plan a total parking system that meets all needs
*  How to get the right amount of parking;  not too few spaces nor too many (they are very expensive to develop and operate)
*  How to define your downtown parking goals and how to shape parking plans to reach them
*   
In addition, this book aims to alert downtowners to essential new ideas and concepts such as efficient shared-parking, standards for calculating demand, organizing free parking districts and other techniques, providing super-peak parking for special events and more.

Another basic idea covered relates to making all parking more productive -- a wonderful substitute for the staggering costs of building more lots or structures. Parking system management, as it is often called, does this.  It should be well-understood by all downtowners interested in CBD parking, business, economic growth and service to the public.


Free parking, management, relationship to transit, handling heavy employee parking loads, newest ideas and trends, metering or not-metering -- even the "ideal" parking system are all covered.  You should find this all extremely useful!
