NATIONAL NIGHT OUT Tuesday, August 6th, 2019 news and information

There are events all throughout Carroll County…

According to a release from the Westminster Police Department:

WESTMINSTER COMMUNITIES TO PARTICIPATE IN 2019 NATIONAL NIGHT OUT

On Tuesday, August 6, 2019, seven neighborhoods throughout the City of Westminster will join forces with thousands of communities nationwide for the 36th Annual National Night Out event. National Night Out (NNO) is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie. The National Association of Town Watch (NATW) sponsors NNO in partnership with law enforcement and community groups. Westminster neighborhoods will host a variety of special events, including block parties, cookouts, youth activities, and visits from police officers, fire/EMS and elected officials.

Chief Thomas Ledwell states, “National Night Out is a great opportunity for community members to get to know their local police officers and fellow neighbors during a fun event designed to promote crime prevention awareness. We encourage everyone who is able to participate to bring your families out and enjoy your local neighborhood event with us.” 

In a recent newsletter, Delegate Susan Krebs wrote:

Come out and join your neighbors for National Night Out. NNO is a FREE Family Event bringing neighbors together to promote a positive community-police relationship- making our communities safer. The fun- filled event hosts vendors, food, and interactive activities for kids, while learning about the services of the Police and Emergency Services.

Residents in Carroll County are invited to join our First Responders at one of the locations below. You are encouraged to lock your home, turn on outside lights, and spend the evening meeting and greeting neighbors and police.

LOCATIONS, ACTIVITIES & TIMES

Freedom- Sykesville Area at Sykesville Carnival Grounds, 6680 Sykesville Road - 6:00- 9:00 pm

Hosted by the Sykesville Police Department, Sykesville Freedom District Fire Department and the Freedom District Lions Club, neighbors can enjoy foods from Jimmy Johns and Oscar's, hot dogs and snow cones served by the volunteer fire department and the Lions Club's famous french fries.  Carroll County Sheriff's Office Mobile Command Center 1 will exhibit their K-9 team and drone. Participate in safety demonstrations, face painting, and giveaways from 20+ community businesses and organizations.     

Hampstead Fire Department 6:30-9:00 pm

The Hampstead Police will be hosting this special event, a "FREE Block Party", featuring face painting, entertainment of Daniel Israel, bounce obstacle course, FREE raffle with many prizes including new bicycles…  Carroll County Sheriff's Office K-9 Demonstration, FREE food donated by Outlaw BBQ Smokehouse, Dunkin', Beijing Palace Restaurant, Ricky's Bistro, Illiano's J&P Restaurant, JJ Hoffman's Creamery, Daughter's CafĂ©, Jiffy Mart, Snickerdoodles, Luna Zul, and more.

Manchester Carnival Ground 6:00 - 9:00 pm

Meet and Greet local police and fire personnel, enjoy area Boy Scout Troop kid activities, interactive demonstrations to include "Jaws of Life", fire hose and drunk driving simulation, Carroll County Sheriff K-9 Team and drone demonstrations, hot dogs, popcorn, snowballs and drinks.

Taneytown Carnival Grounds    49 Memorial Drive, 6:00 - 8:00 pm

An evening of pony rides, 40 foot obstacle course, information and demonstrations by Taneytown Volunteer Fire Department, US Army Reserves, Carroll County Animal Control, Maryland State Police Crime Laboratory, "Dunk-A-Cop" dunk tank, Carroll County Sheriff's Office, food and beverages.  FAMILY FUN and much more...... 

New Windsor Carnival Grounds 101 High Street 6:30-8:30 pm
Over 40 vendors, food by Uncle B's snow ball stand, hot dogs, chips, ice cream and drinks- Lions Club, moon bounce, bean bag toss, obstacle course, Stars and Strips Petting Corral, McGruff Suit by Carroll County Library,  photo booth and police tape maze. The year 2019 has hardly begun and already the march of time has not been kind for a number of older, distinguished Carroll countians.

Among the folks who have made a difference in the community, whom we have lost in the first two months of the year are: • Richard Haddad, 77, who died Thursday, January 31, 2019. • David McDonald, 68, a former pharmaceutical representative and owner of Westminster Rare Coins who died Saturday, Feb. 9, 2019. Bobbye Schaeffer, 93, of the Schaeffer Lumber Company family in Westminster, died Friday, February 15, 2019 at Lorien Nursing and Rehab Center in Taneytown. • Dr. Alton Law, 85, of Westminster died Tuesday, February 19, 2019 from complications related to a rare neurological disease.

About a month ago, a fellow Marine, Charles Zincon, a quiet community leader, who worked hard and tirelessly and helped make Westminster what it is today – passed away on January 12, 2019 at the age of 93. He was born in Tannery on September 22, 1925.

He attended Westminster High School before he enlisted in the United States Marine Corps. He served in the Pacific Theater throughout World War II. After returning home, he and his late wife owned Modern Ideal Laundry and Dry Cleaners on East Green Street in Westminster, for over 40-years.

Mr. Zincon was awesome people. A little known fact – he was the bartender at my wedding reception.

He was not a sports star or a Hollywood actor. However, he was a big deal. He a local community business owner, who got up every day and worked about a 12-hour day, contributed to his community, his local church and local civic organizations.

He did not make a fuss. He was not one to boast or draw attention to himself. He died with little notice from the community. Many folks these days are not aware of his quiet contributions to our community.

His death was not the topic of headlines in the newspaper, or a segment on the local television news. There was little mention of his passing on social media.

Athletes and movie stars have never been my heroes. I always felt that such hero worship was misplaced, displaced, and inappropriate.

I always felt such Hollywood and sports hero worship sent the wrong message to our children and demonstrated a wrong set of values for our community. My heroes have always been local business owners, teachers, soldiers, police officers, fire fighters, and public servants.

As a native of Westminster and an avid amateur historian, I realized as a child that one could not study the history of accomplishment for a city such as Westminster without first understanding the history of leadership that this community has been provided by local business owners, teachers, soldiers, police officers, fire fighters, and public servants.

We all belong to God and to Him we shall return.

Rest in peace brother, your watch is over we will take it from here, you duty is done here, God has your place in heaven. Greater love has no one than this: to lay down one’s life for one’s friends. John 15:13

Obituary for Charles L. Zincon, Jr.

Charles L. Zincon Jr. “Junior,” 93, of Westminster passed away peacefully on Saturday, January 12, 2019 in Wellspring Village at Brightview surrounded by family and friends.

He was born on September 22, 1925 in Tannery (Westminster), Maryland, the son of the late Charles Lewis Zincon Sr. and Esther Freberthauser Lockard, brother of the late Eileen Zincon Gill, and the loving and devoted husband of the late Catherine Jane Zincon.

He attended Westminster Senior High School until he enlisted in the Marine Corps. Charles served as a Corporal in the United States Marine Corps in the Pacific Theater during World War II. After his service, he received an honorable discharge.

After his discharge, Charles attended the National Institute of Dry Cleaning. With his brother-in-law, Roy E. Gill Jr., he bought New Ideal Cleaning and Laundry. For over 40 years, he and his late wife owned Modern Ideal Laundry and Dry Cleaners.

Charles was a member of the Door to Virtue Masonic Lodge #46, Life Member of the V.F.W. Molleville Farm Post 467, and American Legion Post 31. He is a past President of the Westminster Optimist, and Parishioner and Council Member of St. John’s Lutheran Church of Westminster.

Surviving are daughter and son-in-law Joyce A. and Michael Dempsey of Westminster, son and daughter-in-law Charles L. Zincon III and Joni Zincon of Westminster.

Grandchildren Kelly Dempsey and partner Chad Brough, Liam Dempsey and wife Casey, Haley Zincon, Macy Zincon; great-grandchildren Devin Andrews, Courtney Andrews, and Kieran Dempsey; nieces Sharon Gill, Melissa Stump, and Mary Armacost; and Brightview Family and Friends.

The family will receive friends on Tuesday, January 15, 2019 from 2pm to 4pm and 6pm to 8pm at Pritts Funeral Home & Chapel, 412 Washington Rd., Westminster. The funeral will be held on Wednesday, January 16, 2019 at 11am at St. John’s Lutheran Church on Leister’s Church Rd. Reception to follow. Interment will be at Evergreen Memorial Gardens.

Memorial contributions may be made in his name to Carroll Hospice, St. John’s Lutheran Church, the Alzheimer’s Association, and any charitable organization supporting veterans.

Time Flies Dayhoff: America's oldest banker when he died, John Cunningham enjoyed walking, cycling and poker

As we put away another year and look forward to a new one, it is only fitting that we remember one of the many great Carroll Countians that have gone before us: John H. Cunningham.

On Dec. 31, 1965, John Cunningham passed away within a few hours of his 99th birthday. Local historian Jay Graybeal wrote of “his rich life, including his interests in bicycling, walking and poker,” in a March 16, 1997 column in the Carroll County Times.

Cunningham was born on New Year’s Day in 1867. According to his obit, “On January 1, 1885, while a senior at Western Maryland College, Mr. Cunningham began his banking career as a clerk with the Farmers and Mechanics National Bank, [at 105 E. Main St. in Westminster] following the footsteps of his father William, who was a clerk there.”

He worked in the same office, with the same employer for his entire life — from 1885 until when he passed away in 1965. “Many days he walked the mile to work from his home at 95 West Green Street.”

I have not attended a Westminster mayor and Common Council meeting for a while. Of course, I am always thinking of running for office again. I really enjoyed working for the City of Westminster.

However, at this evening’s meeting, Westminster Planning Commission members Peggy Bair and Lori Walsh Graham were being recognized. Neither were reappointed.

Bair had served since 1989 and I appointed Graham in 2004.

I wanted to go to the meeting and pay my respects to these two great Westminster citizens who have given of their time so selflessly for the benefit of the greater community. Both individuals took time away from their families to contribute to Westminster and Carroll County and we owe them a huge debt of gratitude.

Council President Dr. Robert Wack began the meeting began at 7 p.m. with the pledge to the flag and a moment of silence.

In attendance were council members Yingling, Chiavacci, Wack, Mayor Dominick, Becker, and Pecoraro. Finance Director Palmer was not present. Assist. Chief Ledwell represented the police department. City Administrator Barb Matthews, Planner Bill Mackey. Public Works Director Jeff Glass, Housing Director Cindy Valenzisi and Shannon Visocsky.

There were about 11 citizens in attendance.

Mayor Dominick presented an award to Peggy Bair and Lori Graham for their work on the planning commission.

There was a Window Display Presentation - Matthew Kohn of Kohn Creative.

The City of Westminster Mayor Dominick then held two public hearings on two ordinances:

Proposed Ordinance No. 886 - An Ordinance amending Chapter 164, “Zoning”, of the Westminster City Code, Article VIII, “B Business Zone”, § 164-41, “Uses Permitted”; Article VIII B, “D-B Downtown Business Zone”, § 164-45.8, “Uses Permitted” and § 164-45.9, “Special Exceptions”, Article IX, “C-B Central Business Zone”, § 164-47, “Uses Permitted” And § 164-48, “Special Exceptions”; Article VIII A, “C-C Central Commerce Zone”, § 164-45.2, “Uses Permitted”, and § 164-45.3, “Special Exceptions”; and Article VII A, “Mixed Use Infill Zone”, § 164-39.2, “Uses Permitted”, to permit the operation of tattoo parlors as of right or, in some cases, by special exception. – Mr. Mackey

Proposed Ordinance No. 888 - An Ordinance amending Chapter 7, “Boards And Commissions”, Article II, “Planning and Zoning Commission”, to provide for the appointment of an alternate member to the City’s Planning and Zoning Commission and to make housekeeping changes to other provisions of Chapter 7, Article II. – Mr. Mackey

A) Proposed acceptance of Deed regarding Parcels E, F, G and H on Plat of Phase 4A Lots 101-111 Windy Hills Farms to provide for water resource protection areas related to City’s water system – Mr. Mackey

REPORT FROM THE MAYOR

Mayor’s report commented that he is still working on formulating future plans for the city.

REPORTS FROM STANDING COMMITTEES

No report from Councilmember Yingling.

Councilman Chiavacci reported on the latest developments with the public safety committee.

Councilwoman Dr. Becker reported that she had met with Matthews about the Wakefield Valley initiative.

Council President Dr. Wack commented upon aspects of the Wakefield Valley property. He also mentioned a recent article in Carroll magazine. Dr Wack also reported that soon, he will again testify in Congress about legislation involving municipal fiber infrastructure.

COUNCIL COMMENTS AND DISCUSSION

BIDS
A) Water and Sewer Rate Study-Ms. Matthews

City Administrator Matthews reported upon a bid for a water and sewer rate study. It was determined that the Municipal and Financial Studies Group will be awarded the bid for approximately $39,000.

A lengthy discussion followed about the possibility of the city pursuing not upgrading the Waste Water Treatment Plant because the cost has escalated so greatly.

ORDINANCES & RESOLUTIONS

The council adopted 886, 887 with non-substantive adjustment to change processing to dispensary.

A) Adoption of Ordinance No. 886 - An Ordinance amending Chapter 164, “Zoning”, of the Westminster City Code, Article VIII, “B Business Zone”, § 164-41, “Uses Permitted”; Article VIII B, “D-B Downtown Business Zone”, § 164-45.8, “Uses Permitted” and § 164-45.9, “Special Exceptions”, Article IX, “C-B Central Business Zone”, § 164-47, “Uses Permitted” And § 164-48, “Special Exceptions”; Article VIII A, “C-C Central Commerce Zone”, § 164-45.2, “Uses Permitted”, and § 164-45.3, “Special Exceptions”; and Article VII A, “Mixed Use Infill Zone”, § 164-39.2, “Uses Permitted”, to permit the operation of tattoo parlors as of right or, in some cases, by special exception. – Mr. Mackey

B) Adoption of Ordinance No. 887 - An Ordinance regarding Local Zoning Map Amendment No. LMA 18-01, approving an application for the establishment of a Medical Cannabis Overlay District upon certain property located in the City’s P-I Planning Industrial Zone and adopting the accompanying written decision. – Mr. Mackey

C) Adoption of Ordinance No. 888 - An Ordinance amending

Mr. Pecoraro motioned to approve Ordinance 888 to add an alternate on the planning commission with additional amendments. A lengthy discussion followed about various dynamics of the amendment and the workings of the various boards and commissions in the city. It was subsequently motioned by Pecoraro to postpone the adoption of the amendment. That motion was seconded by Becker. The motion passed.

D) Resolution No. 18-01 – Amending the City’s Participation in a Cigna Prescription Drug Plan for the City’s Medicare Eligible Retirees. – Ms. Childs

Resolution 18-01 was adopted.

A) Motion to Hold Executive Session Immediately Following Regular Meeting

Motion to close the meeting by Pecoraro to discuss the potential purchase of property. The motion was seconded and passed.

Dr. Glass, the director of public works reports on various projects in the city.

Housing director Cindy Valenzisi gave a brief report…

Mr. Tim Bangerd with the Westminster Fire Dept. report: He commented upon the recent annual banquet, Top responder Bobby Schwartzman was the top responder for 2017. The department presented awards to Tevis, Baugher’s, Bollinger Insurance, and Pritt’s, for their past support of the fire company.

Bangerd provided commentary about the impact of the new Maryland safety and sick leave, on the fire department.

Bangerd commented upon the county fire and EMS services enabling legislation that is before the Maryland General Assembly.

Mr. Mackey with the planning department commented that the next meeting will take place at the fire department for the discussion about the proposed Public Hearing on ZMA 17-01 for BERAL, LLP at 625 Baltimore Blvd.

Reports by Major Ledwell about recent events in the city.

Citizen comments.

A citizen commented upon using natural plants to ameliorate challenges of the costs of the Wastewater Plant.

Craig Giles commented upon a vacant home in his neighborhood. He wants the water turned-off. The house has been vacant for 7 months. 1119 Singer Drive.

City of Westminster MD Presidents' Day office and trash collection schedule


Westminster, MD - City of Westminster Administrative Offices will be closed on Monday, February 19 in observance of Presidents’ Day. Household trash service provided by Ecology Services will NOT change. There are no bulk trash services scheduled for this week.

Baltimore football championship seasons have always started in Westminster ... so should we be worried?


Many Carroll County residents are getting a case of nostalgic Super Bowl fever as they look forward to Sunday's AFC championship contest between the Baltimore Ravens and the New England Patriots.

For more than 120 years — since football debuted at then-Western Maryland College on Oct. 31, 1891 — football has been a part of the history of Carroll County.

Not to be overlooked is the fact that since July 1949, Baltimore football teams have held summer practice in Westminster. Names like Raymond Berry, Jim Parker, Art Donovan, Gino Marchetti, Lenny Moore, Eugene (Big Daddy) Lipscomb, Alan Ameche, and Wilbur (Weeb) Ewbank, just to mention a few, have become an important part of our Carroll County cultural history.

And yes, there is also that quarterback that was cut by the Pittsburg Steelers in 1956.

What was his name? Oh yeah, right. Johnny Unitas.

Big turn out for first annual Westminster New Year’s Eve celebration


At the stroke of midnight New Year’s Day in downtown Westminster, nothing dropped. Not a brightly lighted ball - or anything, for that matter.

As the crowd shouted in unison, “five, four, three, two, one; Happy New Year” - a large American flag was raised on a bright yellow bucket lift donated by Ben’s Rental. “2012” accompanied the flag in numbers in bright lights on a homemade four-by- eight Styrofoam backboard powered by a portable generator.

“Hey, you know, I mean, why not, we’re always looking up in Westminster…and if anything, we’re patriotic…,” said Westminster Kevin Utz with a broad grin, as he nodded approvingly at the flag suspended about thirty-five-feet in the air above Main Street.

With the temperature in the lower 40s, no snow and hardly any wind, the weather was perfect for almost 500 people who attended the first annual Westminster New Year’s Eve celebration in historic downtown Westminster Saturday night.

Lori Graham, who spearheaded the event, had put a great deal of thought as to “what the heck do you drop” for a new Westminster New Year’s Eve tradition. Oh, there were plenty of silly ideas, smiled Graham devilishly. In the end, it was decided to not drop anything at all.

In honor of the troops, the men and women in uniform, coming home from the Middle East, Graham wanted to honor their service by raising the flag for the Carroll County New Year’s celebration in the first unit block of West Main Street. “I wanted a patriotic Westminster family-oriented event.”

The Westminster police and the Westminster street department blocked-off the area just minutes before 11:30 p.m., Saturday evening, as folks had already begun to gather.

Westminster Councilman Tony Chiavacci was there, with thirty folks from his New Year’s Eve party. “I brought the whole party here,” said Chiavacci as he peered over the crowd. “Great to see everyone here… Give us a couple of years and look out Times Square,” in a reference to the hundreds of thousands who attend the traditional dropping of an expensive Tiffany Ball.

New York City got started on its New Year’s Eve celebration over a hundred years ago - in 1906. This was Westminster’s first year for a family-community celebration and Graham and city officials and other community leaders got started on last Saturday’s event, about 100-days ago...

“Just like New York,” said Bernie Stallknecht, from Hampstead. She was there with her family. “We unusually go the (Baltimore) harbor. We wanted to support a Carroll County celebration… (This was) just wonderful. Keep it local.”


“No wonder they came here. New York hasn’t got anything on Westminster,” added Graham, as families hugged and kissed and strangers greeted each other with “Happy New Year.”

Westminster Volunteer Fire Department President Bob Cumberland, watched from the back of the crowd with fire department treasurer Bob Ruby and Westminster Police Chief Jeff Spaulding – who was busy coordinating crowd control with Captain Nancy Yeager.

“Happy New Year – be safe in 2012. We’re thankful for all the community support last year and looking forward to even better things this year,” said Cumberland.

Ruby, who also serves with the fire police, stopped in the middle of his greeting to listen to his radio. “Happy… wait a minute. Well, there goes the first call of the year, shrubs on fire from fireworks… Where was I? Oh, Happy New Year.”

Utz noted that he was “overwhelmed with the turn-out. We thought we might just get a few folks – a Westminster crowd - from the downtown restaurants. But, families came from all over Carroll County,” said Utz.

Long after midnight, Utz, Graham, Westminster Street Superintendent Larry Bloom, Westminster Administrator of Economic Development Stan Ruchlewicz and his wife, Pat, waited patiently to dismantle the flag and lights while families lined-up to have their pictures taken with the “2012” display.

Ruchlewicz was all smiles as he and his wife clicked-away with cameras handed to them. “Great turn out for a first time event,” said Ruchlewicz, a seasoned urban planner and veteran of helping putting together many events over the years. “Especially for a family-centered event at midnight…”

Mike Johnson, from Westminster, was also pleased with the event and added, “All traditions have to start somewhere…” as he surveyed the families having their pictures taken.

Bloom, who is also in charge of the city’s snow clearing operations, was glad for good weather. “This weather was great for a good turn out,” said Bloom as he began to unplug the lights.

“This was awesome,” Graham kept saying to no one in particular. “Just awesome that so many families came out. It’s good to have a local community event for families right here in Carroll County.”
