Former Westminster police officer Don Hood has died at age 80.

Don Hood, 80; of Westminster, formerly of Sykesville, passed away on Friday, January 21, 2022, at Bridging Life (Dove House) in Westminster.


I am not sure when Westminster Police Officer Don Hood started with Westminster. I remember him from the 1970s. He retired as a corporal. I always found it interesting that he was an airplane pilot. He probably left the agency in the early 1980s. Cpl Hood was known as a patient, kind and understanding police officer. He was always quick to praise and encourage. He served in the National Guard, and many credited his military service as the source of his calm demeaner and command presence. He is survived by his wife, Janet.


According to his obit – he was born on November 26, 1941, in Westminster, he was the son of the late Crawmer Andrew Hood "Bud" and Edith (Jackson) (Hood) Germroth "Jackie".


Don was a 1960 graduate of Francis Scott Key High School. He was a retired grocer for Safeway, a former Westminster City police officer and served in the Army National Guard.


He was a member of the Meadow Branch Church of The Brethren where he enjoyed working at the churches pancake breakfasts. His hobbies included RVing, boating, riding his motorcycle, but his greatest passion was flying his airplane.


Don is survived by his loving wife Janet (Wolfe) Hood of 61 years. He was a cherished father of Terri Newsome and husband Johnny, and Donna Eppler and husband Thomas; beloved grandfather of Courtney (Imler) Quintano, Nathan Newsome, Lindsey Eppler and Riley Eppler; great grandfather of Madalyn Quintano. Besides his parents he was pre-deceased by his siblings John W. Hood, Robert A. Hood and Carol G. Baker.


The family will receive family and friends on Saturday, March 12, 2022, from 11:00-12:30 with a Celebration of Life Service immediately following at the Meadow Branch Church of the Brethren. 818 Old Taneytown Rd. Westminster MD 21158.

I was looking for Erin Snell in the pictures… 

FTA: They were known as the “book women.” They would saddle up, usually at dawn, to pick their way along snowy hillsides and through muddy creeks with a simple goal: to deliver reading material to Kentucky’s isolated mountain communities.

The Pack Horse Library initiative was part of President Franklin Roosevelt’s Works Progress Administration (WPA), created to help lift America out of the Great Depression, during which, by 1933, unemployment had risen to 40 percent in Appalachia. Roving horseback libraries weren’t entirely new to Kentucky, but this initiative was an opportunity to boost both employment and literacy at the same time.

Old magazines and newspapers were cut and pasted into scrapbooks with particular themes—recipes, for example, or crafts. One such scrapbook, which still is held today at the FDR Presidential Library & Museum in Hyde Park, New York, contains recipes pasted into a notebook with the following introduction: “Cook books are popular. Anything to do with canning or preserving is welcomed.”

Hyattsville Mayor Kevin Ward dies, city says

Sad news: Hyattsville Mayor Kevin Ward (D), a two-term city council member who was elected to lead the Maryland community last year, died Tuesday.

Ward, 44, was found in Fort Marcy Park in McLean with an apparent “self-inflicted gunshot wound,” said a spokesperson for the U.S. Park Police.

Ward and his husband moved to Hyattsville in 2014, after adopting two sons. He worked as a consultant in educational technology and human services technology, and as a Ward 1 council member

“I am a pretty straightforward person. I believe in listening more than talking,” Ward said on his campaign website

He won the May 2021 election with 58 percent of the vote.

American Legion member Robert Leroy Leppo, 90, of Westminster


Robert Leroy Leppo, 90, of Westminster, died Wednesday, January 26, 2022, at the Dove House.

Born January 4, 1932, in Westminster, he was the son of the late Charles Leppo and Sarah Beaver Leppo.


He was predeceased by his loving wife Daisy Elizabeth Leppo who died on August 11, 2015.


Before retiring Robert worked for Black & Decker, Martins Foods, The Arc and Direct to You Gas Station.


Robert served in the Army during the Korean Conflict.


He was a Scout Master of Pack 393 at Grace Lutheran Church, a member of American Legion Carroll Post #31. He was an honorary member of the Blue Sox baseball team, and they retired his jersey #32. He enjoyed going to the Westminster Senior Center and was an avid Redskins fan.


He is survived by his children Robert Leppo and wife Bertha of Westminster, Tom Leppo of Hanover, PA and Lisa Leppo of Westminster; 5 grandchildren and 4 great-grandchildren; sister Shirley Barnes of Westminster. He was predeceased by his brother Norman Leppo.


The family will receive friends on Sunday, January 30, 2022, from 2-4 and 6-8 p.m. at Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster. Funeral services will be held on Monday, January 31, 2022, at 11:00 a.m. at the funeral home.

Obituary: Mildred Virginia Hughes, of Westminster


Obituary: Mildred Virginia Hughes, of Westminster died Monday, January 17, 2022, on Martin Luther King’s Birthday, at her home. 

Born February 6 ,1921 she was 100 years old- two weeks shy of celebrating her 101st birthday. She was the only child of the late Charles King and Mildred (Mommil) Wilson King Robinson. She was the wife of the late James Hughes, who predeceased her in 1980.

Virginia was a graduate of the former Robert Moton Schoolhouse on Church St. She was employed as a secretary of Robert Moton School on Center St. under the late Dr. Francis Gates principal. She was also employed by the State of Maryland at the Henryton Center in Sykesville, where she retired. She was a lifelong member of the Union Street United Methodist Church. She enjoyed traveling and shopping, participating in church activities, and cherished spending time with family and friends.

Surviving is her devoted caregiver of many years and cousin whom she raised Andrea Mack of Westminster; daughter Laverne Hughes of Baltimore; and beloved dog of 13 years “Gucci”, who she immensely spoiled. She also leaves granddaughter Kendra Miller of Upper Marlboro; great-grandson Jeremiah Pace of Texas; and great-great-grandson Jeremiah Pace of Alaska; dedicated neighbor and friend Mabelle “Celinda” Randolph of Westminster; personal chief/baker Edna Roper; and a host of cousins.

In addition to her husband and parents she was predeceased by her daughter and son-in-law Dr. Loretta Miller and General Willie Miller.

The family will receive friends at Pritts Funeral Home & Chapel, 412 Washington Rd., Westminster on Friday, January 28th from 6 to 8 pm.

Funeral services will be held on Saturday, January 29, 2022, at 11 am with visitation at 10 am at Westminster United Methodist, 165 East Main St., Westminster with Rev. Dr. Alfreda Wiggins officiating. Masks are required at church.

Interment will be at Western Chapel Cemetery. With a repast following at Westminster United Methodist Church.

Memorial donations may be made to Virginia’s church, Union St. United Methodist Church, 22 Union St., Westminster, Md 21157.

American Legion member Richard A. Jasper, of Westminster, MD


Richard A. Jasper, of Westminster, MD

Richard A. Jasper, of Westminster, MD, son of the late Esther Jasper Collier and Charles Collier of Ellicott City, MD passed away peacefully at home surrounded by his family on January 22, 2022. 

Richard grew up in Ellicott City, MD and served overseas in Germany for the US Army with honorable discharge in 1962. He was a current member of the Carroll Post 31 of the American Legion in Westminster, and a past member of the American Legion Sykesville Memorial Post 223. 

He married Gloria Justice April 15, 1970, and made a home in Howard and Carroll Counties. 

Richard worked loyally at Transco, one of the Williams Companies for 33 years. Richard was also an avid horseman with active participation at The League of Maryland Horsemen, serving as president for many terms. In recent years he enjoyed calling BINGO at the Westminster Senior Center and spent Saturday mornings drinking coffee and solving the world's problems with his friend Mike Carter. 

Richard was predeceased by siblings Tommy Jasper, Al Jasper, Bill Jasper, Hazel Geiman, Ann Senterfitt, Georgie Collier, Jenny Hampton and best friend Ralph Mullins. He is survived by his brother Joe Collier. In addition to his loving wife, Gloria, he is also survived by his children Robert Jasper of Port St. Lucie, FL, Frank Jasper of Port St. Lucie, FL, Spring Haley-Yox of Littlestown, PA, Amy Bay of Union Bridge, MD and Hope Jasper of State College, PA. Grandchildren Wyatt Haley, Travis Drake, Brianna Hunt, Shane Haley, Shelby Bay, Kayla Jasper, Adam Jasper, Christopher Bay, Blakely DeWetering, Malcolm Liu and Great Grandchildren Jaxon Haley, Jaxon Drake, Gunner Barnett, Henslie Hunt. 

A Celebration of Life memorial service will be held at a later date at the convenience of the family. Memorial contributions may be made in his memory to the Westminster Senior and Community Center, 125 Stoner Avenue, Westminster, MD 21157. Obituary: Michael Thomas Chapman, 77, of Westminster


Obituary: Michael Thomas Chapman, 77, of Westminster, passed away unexpectedly Sunday, January 16, 2022, at Carroll Hospital Center.

Born July 30, 1944, in Kulpmont, PA., he was the son of the late Thomas M. and Margaret Mary (Graham) Chapman. He often shared stories of his childhood antics of growing up in “coal country” with family and friends.

Michael earned his bachelor’s degree in Psychology from La Salle University. After graduating he married and started a family in Ambler, PA. 

He and the family shortly thereafter made the move to Maryland for a job with the Social Security Administration. 

He enjoyed a distinguished career of 33 years in federal law enforcement until his retirement in 2004. He was an avid reader and cruciverbalist (he enjoyed successfully completing the daily crossword puzzles). Mike’s love of colorful and descriptive language and his gift of gab were constant sources of stories, tall tales, and most especially jokes. 

In retirement, Mike was a former firearm instructor who always enjoyed playing pool, trapshooting and spending time with a multitude of friends.

Michael was a member of the Carroll Post 31 of the American Legion in Westminster where he served as former Commander and Treasurer for the Sons of the American Legion. He was also a member of the VFW Molleville Farm Post 467 in Westminster, and the Carroll County Gun Club where he participated in the Heart of Maryland Trap League.

Surviving Michael are his children Sandra Rocco and husband Phillip of Blackwood, NJ., Michael A. Chapman of Havre de Grace, and Steven Chapman and wife Nicole of Edgewood; grandchildren Phillip, Andrew, Marissa, Katherine, Abagail, Jacob, Rachel, Steven and Alexya; great-granddaughter Aubrey; and former spouse Dolores Chapman of Sewell, NJ. He will also be missed by long-time friend Jeanne Hersh and her children William and Mary of Westminster, MD.

A celebration of life service will be held at a later date.

“May the road rise to meet you. May the wind be always at your back. May the sun shine warm upon your face, the rains fall soft upon your fields, and until we meet again – May God hold you in the palm of His hand.”

Eric Woolman Obituary (1954 - 2022) - Westminster, MD - Carroll County Times

Eric Lee Woolman, 67, formerly of Westminster, died on Monday, January 3, 2022, at Carroll Hospital Center from Pneumonia. Born on July 3, 1954, in Trenton, New Jersey, he was the son of the late Joseph S. Woolman and Eleanore Wood Woolman. 

He is survived by his wife of 43 years, Sheri-Anne Woolman. Eric graduated from Pennsbury High School in 1972 and Clarion State College in 1977 with a degree in Economics and Marketing. Before retiring, Eric was the Assistant Manager at the Sherwin Williams Westminster 140 store. 

He was a member of the American Legion Carroll Post No. 31 and former member of the Door to Virtue Masonic Lodge #46 AF & AM. 

In addition to his wife, he is survived by daughters Kelly Nobile (Carl), and Amanda Volk (William) both of Westminster; sisters Jan Birkins (Ran) of Milton, DE, and Lori Lessard (Bruce) of Brooksville, FL; and grandsons Lincoln and Benjamin Volk. 

The family will receive friends on Tuesday, January 11, 2022, from 4:00 to 8:00 P.M. at Fletcher Funeral & Cremation Services, 254 East Main Street, Westminster, MD 21157. COVID precautions should be practiced, and masks are mandatory. 

In lieu of flowers, contributions can be made to Troop 381 for their scholarship fund to enable local scouts to attend Philmont Scout Ranch in Cimarron, NM. Eric visited this challenging scout ranch in 1976 just prior to becoming an Eagle Scout and remembered this positive experience as fabulous and a terrific way to meet scouts from across the United States.
